In our limes there are distinguished several kinds of information, among them the following should be listed:1) intellectual information − which is generated in human brain and oriented towards social use,2) biological and cybernetic information − which is carried by specific signals and received by living organisms or technical devices,3) cosmic information − which, as a fundamental element, together with mass and energy, constitues reality; an elementary unit of this kind of information is named an infon. The following axioms are accepted:a) An infon is a photon with an infinite wave-length.b) A photon is an infon moving with the light speed.c) When this velocity differs from the light speed, an energy quantum transforms into an information quantum, i.e. into an infon.4) Owing to gathered data we can expect „information” to evolve towards becoming aphilosophical category because it begins to function as „a medium of understanding” when philosophical problems are taken into consideration and worked-out.

Opis:
Automation of data processing of contactless diagnostics (detection) of the technical condition of the majority of nodes and aggregates of railway transport (RWT) minimizes the damage from failures of these systems in operating modes. This becomes possible due to the rapid detection of serious defects at the stage of their origin. Basically, in practice, the control of the technical condition of the nodes and aggregates of the RWT is carried out during scheduled repairs. It is not always possible to identify incipient defects. Consequently, it is not always possible to warn personnel (machinists, repairmen, etc.) of significant damage to the RWT systems until their complete failure. The difficulties of obtaining diagnostic information is that there is interdependence between the main nodes of the RWT. This means that if physical damage occurs at any of the RWT nodes, in other nodes there can also occur malfunctions. As the main way to improve the efficiency of state detection of the nodes and aggregates of RWT, we see the direction of giving the adaptability property for an automated data processing system from various contactless diagnostic information removal systems. The global purpose can be achieved, in particular, through the use of machine learning methods and failure recognition (recognition objects). In order to improve the operational reliability and service life of the main nodes and aggregates of RWT, there are proposed an appropriate model and algorithm of machine learning of the operator control system of nodes and aggregates. It is proposed to use the Shannon normalized entropy measure and the Kullback-Leibler distance information criterion as a criterion of the learning effectiveness of the automated detection system and operator node state control of RWT. The article describes the application of the proposed method on the example of an automatic detection system (ADS) of the state of a traction motor of an electric locomotive. There are given the test data of the model and algorithm in the MATLAB environment.

The issue of social support for the family seems to be very current and significant, especially nowadays, i.e. in the time of fast changes, globalization and consumerism. Parents raising children with intellectual disability experience many kinds of difficulties which are often impossible to deal with without external support. One of the most important forms of such help is information support, which can be defined as providing information on the child’s development, the methods of coping with difficulties, as well as education, treatment and therapy and the possibilities of support. The research group included 80 parents of children with moderate and severe intellectual disabilities. The mothers and fathers answered questions about people, institutions and organizations from which they expected to receive information support. They also stated their expectations about the kinds and forms of information support they needed.

The article is devoted to modern tendency and problems in the development of information technologies in the sphere of tourism. The aim of this paper is system analysis and identification of prospective areas of information technology in the field of tourism. The basic trends shaping the prospects for improvement in the information technology tools oriented to full and quality to meet the needs of ordinary tourists are consolidation of information resources in tourism; intellectualization of functions for software and applications, information technology and systems; interface virtualization environment for information systems, oriented to the needs of tourists; mobilization of tourists information technology support in the exercise of his trip; personalization tourist information needs, taking into account its specific individual requests tastes and preferences. All of them are analysed and described in the article. As a result author distinguished the main problems in the sphere of information technologies for tourist domain and main perspective spheres of next researches.

W referacie rozważa się istotniejsze zagadnienia prawne związane z prawem do informacji geologicznej, w świetle nowego prawa geologicznego i górniczego. Prawo to zostało scharakteryzowane z punktu widzenia jego przedmiotu, podmiotu oraz treści. W szczególności analizuje się i dokonuje wykładni, sprecyzowania pozycji - statusu tego prawa, jako mienia czyli prawa majątkowego będącego aktywem, podstaw prawnych i zakresu jego ochrony, jak i ochrony przedmiotu prawa, jaką jest informacja, zarówno jako dane geologiczne, jak i interpretacje stanowiące utwory poddane prawu autorskiemu. W referacie wskazuje się na rozszerzenie w stosunku do dotychczasowego pojęcia "informacji geologicznej" w obecnie obowiązującej regulacji, które obejmuje teraz wszelkie dane obiektywnie ustalone i utrwalone na dowolnym nośniku oraz ich przetworzenia i interpretacje, które pod pewnymi warunkami w istocie wypełniają przesłanki uznania je za utwór podlegający ochronie praw własności intelektualnej.
This paper considers selected legal issues concerning the right to geological information according to the new Geological and Mining Law. This right is characterized in the subjective and objective approach and in terms of its content. In particular, this review characterizes the right to geological information as an asset, the legal basis and scope of its protection, and the protection of information defined both as geological data and the interpretations of such data - which are subject to copyright. The paper points to the extension of the term "geological information" in the current legal regulation, which includes any data objectively determined and featured on or in any media and their interpretations. Interpretation of data, in some circumstances, has to be regarded as content protected by intellectual property rights.

Znajomość problematyki ochrony własności intelektualnej i poszanowanie cudzej własności stanowią klucz do rozwoju gospodarki. W związku ze wzrastającą rolą własności intelektualnej w życiu społecznym i gospodarczym zaistniała potrzeba kompleksowej edukacji dzieci i młodzieży oraz wsparcia naukowców i przedsiębiorców w tym obszarze. W artykule przedstawiono podejmowane w Polsce działania, które w szerokim zakresie upowszechniają wiedzę o ochronie własności intelektualnej w społeczeństwie – edukację szkolną, kształcenie na poziomie wyższym, wsparcie dla przedsiębiorców i różnorodne inicjatywy społeczne.
Familiarity with the problems associated with the protection of intellectual property rights and the respect for somebody else’s property constitute a key to the development of the economy. Due to the increasing role of intellectual property in social and economic life, there arose the necessity of a comprehensive programme of the education of children and young people and the support of scholars and entrepreneurs in this field. The article presents the activities which are engaged in Poland. These activities consist in the dissemination on a wide scale of the knowledge about the protection of intellectual property in the society – school education, higher education, support of entrepreneurs and various social initiatives.

The article is devoted to the subject of building the intellectual capital of enterprises using the competences of employees regarding their ability to use methods based on abstract thinking. The starting point was the question whether the contemporary employer needs employees who can mainly perform real tasks or are able to apply abstract thinking to solve problems occurring in the enterprise. Against this background, it was also tried to determine what role IT tools can play in this situation. Artykuł poświęcony został tematyce budowy kapitału intelektualnego przed- siębiorstw dzięki wykorzystaniu zdolności pracowników do stosowania metod bazujących na abstrakcyjnym myśleniu. Punktem wyjścia była kwestia, czy współczesnemu pracodawcy bardziej potrzebni są pracownicy, którzy potrafią wykonywać głównie zadania realne, czy też tacy, którzy potrafią stosować abstrakcyjne myślenie do rozwiązywania występujących w przedsiębiorstwie problemów. Na tym tle starano się również określić, jaką rolę mogą odgrywać narzędzia IT w omawianej sytuacji. Na potrzeby artykułu przeprowadzono badania z grupą pracodawców, którzy wypowiedzieli się na ten temat z perspektywy swoich przedsiębiorstw.

A literature search indicates that Data, Information and Knowledge continue to be placed into a hierarchical construct where it is considered that information is more valuable than data and that information can be processed into becoming precious knowledge. Wisdom continues to be added to the model to further confuse the issue. This model constrains our ability to think more logically about how and why we develop knowledge management systems to support and enhance knowledge-intensive processes, tasks or projects. This paper seeks to summarise development of the Data-Information-Knowledge-Wisdom hierarchy, explore the extensive criticism of it and present a more logical (and accurate) construct for the elements of intellectual capital when developing and managing Knowledge Management Systems.

Prawo do informacji geologicznej jest majątkowym prawem podmiotowym i stanowi aktywo, czyli mienie. Na gruncie prawa geologicznego i górniczego informacja geologiczna, w tym dokumentacja geologiczna i koncesje, stanowią aktywa geologiczno-górnicze. W artykule scharakteryzowano to prawo od strony przedmiotowej i podmiotowej oraz treści prawa. Nowa ustawa z 9 czerwca 2011 r. wprowadza istotne zmiany co do definicji informacji geologicznej, zasad rozporządzania i wykonywania tego prawa. W artykule wskazano na nowe rozwiązania ustawowe i dokonano próby ich wykładni.
The right to geological information is a valuable geological law subject and it is asset of property. On the ground of geological and mining law, geological information, including documentation and geological concessions, constitutes geological-mining assets. The author characterizes the right in the subjective and objective approach and in terms of the content of the law. The new law of 09 June 2011 introduces significant changes to the definition of the geological information, regulation and execution of this right. The paper points to a new statutory resolution and attempts to provide interpretation.

The purpose of this article is to show the benefits of the systematic use of patent information in management. The author describes the most important patent information databases - both publicly available and commercial ones. Several guidelines have been presented to facilitate the use of patent information databases by applying different types of patent classification. The article indicates the vital role of the information in patent databases and proves that intellectual property management should be included in every CEO's agenda.
Celem niniejszego artykułu jest ukazanie korzyści, jakie niesie za sobą systematyczne wykorzystanie informacji patentowej w zarządzaniu. W artykule opisano najważniejsze bazy informacji patentowej – zarówno publiczne, jak i oferowane przez prywatne firmy. Przedstawiono szereg wskazówek ułatwiających korzystanie z nich, posługując się różnymi rodzajami klasyfikacji patentowej. Artykuł wskazuje nie tylko na istotną rolę, jaką odgrywa informacja zawarta w bazach patentowych, ale też dowodzi, że zarządzanie własnością intelektualną powinno stać się elementem agendy naczelnego kierownictwa we współczesnym przedsiębiorstwie.

Postawiono tezę, że w oparciu o same IT nie jest się w stanie efektywnie zbudować przewagi konkurencyjnej. Starano się wykazać komplementarność technologii informacyjnych z kapitałem intelektualnym.
This work shows an attempt to research an influence that Information Technologies and Intellectual Capital together have on competitiveness. The main thesis is that IT is not as strong in building competitive advantages, as when used together with IC. In this article attempts have been made to show complementarities of Information Technologies and Intellectual Capital. Carrying on this issue the author shows some indexes the most competitive countries and was looking for correlation between them and expenditure on the IT.

W artykule przedstawiono propozycję wykorzystania technologii informacyjnych i komunikacyjnych w pracy z dziećmi i młodzieżą niepełnosprawną intelektualnie w stopniu lekkim i umiarkowanym. Omówione zostały założenia teoretyczne oraz wstępna ewaluacja działań zreali-zowanych w ramach koła komputerowego funkcjonującego w internacie szkoły specjalnej.
The article presents the use of information and communication technologies during work with children and young people with mild and moderate intellectual disabilities. The theoretical as-sumptions and the preliminary evaluation of activities realised within the computer course orga-nized in the boarding school of the special school were discussed.
