Opis:
Subject and purpose of work: Understanding of the nature and importance of the integration of management systems in local government administration is the aim of this article based on a modern challenges of the economy. Materials and methods: In the first parts of the article author presents the specifics of public management against factors that affect present on developing new concepts in the management of local institutions, including the New Public Management. Article is a draft proposal publication and is the kind of confrontation of requests that constitute basically the result of research, including research conducted by the author. Results: The article presents the conditions and recommendations for the proper implementation of integrated management systems in these institutions. Particular attention has been emphasized the importance of decentralization and leadership in public organizations, whose intention is to integrate the systems functioning in practice. Conclusions: In summary, the potential benefits of integrated management systems in local government administration, including benefits for clients and organizational economic benefits were included.
Przedmiot i cel pracy: Celem artykułu jest przybliżenie istoty i znaczenia integracji systemów zarządzania w administracji samorządowej na tle współczesnych wyzwań gospodarki. Materiały i metody: Autorka w pierwszych częściach opracowania prezentuje specyfikę zarządzania publicznego na tle czynników, które wpływają obecnie na rozwój nowych koncepcji zarządzania w instytucjach samorządowych, w tym New Public Management. Artykuł ma charakter opracowania przeglądowego i stanowi swoistą konfrontację wniosków będących wynikiem badań naukowych, w tym badań prowadzonych przez autorkę. Wyniki: W artykule przedstawiono warunki i zalecenia dla prawidłowego wdrażania zintegrowanych systemów zarządzania w tych instytucjach. Ze szczególną uwagą podkreślono znaczenie decentralizacji oraz przywództwa w organizacjach publicznych, których zamiarem jest integrowanie funkcjonujących w praktyce systemów. Wnioski: W podsumowaniu zawarto potencjalne korzyści zintegrowanych systemów zarządzania w administracji samorządowej, w tym korzyści dla klientów, korzyści ekonomiczne oraz organizacyjne.

Intelligent Transport System (ITS) in the city and the metropolitan area should be linked to the Mobility Policy (MP) formulated and implemented for this area. On the one side, the implementation of the ITS is one of the MP tools. On the other side, the specific parameters of the ITS (algorithms, tools, efficiency measures) associated with the elements of MP such as its objectives, zoning, priorities. On the basis of the review of model components of MP and IT’S THE common elements and significant correlation are summarized. The theoretical considerations are supplemented with examples from Wroclaw. This article is a continuation of the author’s work and thoughts published under the title of both issues. At their beginning the basic elements of MP and ITS are defined. Then, the ITS is described as a tool in the context of MP’s objectives, zoning and priorities. Next, the ITS parameters such as algorithms, tools, efficiency measures are defined in terms of the MP. Later, the author summarizes the common characteristics and significant correlation between ITS and MP. This allows to provide dedicated solutions to Wroclaw. The summary of the article are desirable directions of integration between MP and ITS. The key issue is here the implementation of integration of management and development among MP and ITS.

Z całą pewnością zwyciężają przedsiębiorstwa, które traktują poważnie jakość wyrobu. Zatem certyfikacja zintegrowanego systemu zarządzania jest nader aktualna. Jednocześnie należy zauważyć, że przy tak wzrastającej konkurencji przedsiębiorstwa które nie uwzględnią obowiązujących norm przestaną być atrakcyjne.
Because there is no turning back from quality, the economic system does not only fight for the price of the product, but also for quality. Certainly, companies that take the quality of the product seriously win. Therefore, the certification of the integrated management system is very valid. At the same time, it should be noted that with such a growing competition, enterprises that do not take into account the existing standards will cease to be attractive.

The team of authors is engaged in the IMO corresponding group on INS / Alert Management and in national task groups primarily specialising in “Navigational Alert Management” matters. This presentation is based on the outcome of serious discussions carried out at different work group sessions in Germany and has been widely used as a guideline when details of an Alert Management concept are analysed (e.g. alert related communication and de-escalation strategies). A separate paragraph of definitions within this presentation describes “Function Alerts” which are not relevant for the navigational tasks carried out by the officer of the watch. Alerts appear to be nonrelevant became the subject under discussion whether their announcement should be automatically filtered out by a navigational module within an INS. This could be one effective method of resolution to minimise (the number of high priority) alerts.

Opis:
Production flow control relies on making adequate quantity of products in the specified time. The best flow is a synchronous constant flow with fixed realisation time. The paper proposes a procedure for unit flow control, which allows for realisation of the desired production in a set time. The presented procedure is flexible as it enables to generate new flows (realisation plans) for variable initial conditions or a change that occurs at any phase of unit processes' flow.
W artykule zaprezentowano sposoby sterowania ciągłością przepływu produkcji o zróżnicowanym asortymencie. Zaproponowana procedura sterowania przepływami procesów komórki stwarza możliwość realizacji danej produkcji w ustalonym terminie. Jest elastyczna, gdyż umożliwia wygenerowanie nowych przepływów dla zmiennych warunków początkowych lub powstałej zmiany w dowolnej fazie realizacji procesów komórki.

Celem artykułu jest przedstawienie integracji jako determinanty wzrostu gospodarczego oraz wskazanie na istotę, rolę, potrzebę i znaczenie integracji zarządzania w organizacji. Metody badawcze: analiza dostępnej literatury, wnioskowanie. Praca ma charakter przeglądowo-teoretyczny. Wyniki: wskazano na korzyści i bariery związane z wprowadzaniem zintegrowanego systemu zarządzania w organizacji. W oparciu o studia literatury stwierdzono, że integracja jako strategiczne i inherentne podejście umożliwia rozwiązanie problemów związanych z osiąganiem rzeczywistego, ciągłego doskonalenia i funkcjonowania organizacji w zmiennym otoczeniu rynkowym. Integracja systemu zarządzania przynosi organizacji korzyści ekonomiczne, a zintegrowany system zarządzania uwidacznia możliwe efekty synergii. Wskazano, że koncepcja zintegrowanego doskonalenia 5.0 umożliwia znalezienie sposobu na sukces organizacji funkcjonującej w warunkach zmienności i różnorodności otoczenia. Odniesiono się do integracji jako determinanty wzrostu gospodarczego. Wskazano na konieczność prowadzenia badań w zakresie wpływu efektywnego zarządzania wiedzą na kompleksowo rozumiane procesy integracji.
The purpose of the article is to present integration as a determinant of business growth and to indicate the essence, role, significance and relationship with management in an organization. The research methods included an analysis of the available literature and inferences. The work is theoretical in nature. The results indicate the benefits and barriers related to the introduction of integrated management system in an organization. Based on the literature studies it was found that integration as a strategic and inherent approach allows problems to be solved related to achieving real and continuous improvement, and helps an organization to navigate in a changing market environment. The integration of the management system brings economic benefits to the organization, and reveals possible synergy effects. It was pointed out that the concept of integrated improvement 5.0 makes it possible to find a route to success in the functioning of an organization in a variable and diverse environment. Integration was referred to as a determinant of economic growth. The necessity of conducting further research on the impact of effective knowledge management on the comprehensively understood integration processes was underlined.

Art therapy is a field of activity with both practical and theoretical foundations although the latter are not precisely defined. Management and quality sciences, as well as economics, include management in the healthcare sector as one of their areas of interest. Despite a wealth of literature on the subject of management in healthcare, no in-depth research on art therapy as a specific form of delivery of the therapeutic process has been conducted so far. The aim of this article is to identify potential areas for further interdisciplinary research linking the field of management and quality with health sciences and education sciences (bearing in mind that art therapy is not a separate, autonomous scientific discipline). In order to achieve this we conducted a comparative analysis of selected concepts of management and quality sciences with the scope of the subject matter of art therapy, and as a qualitative method of literature review we chose the deductive method. The outcome of the study is the development of a proposed set of areas for further interdisciplinary research linking management and quality sciences with the sciences that include art therapy. The research findings presented here highlight numerous areas of overlap between art therapy and management and quality sciences, which hold potential for application in art therapy practice and theory.

W nowym podejściu do zagadnień zarządzania przedsiębiorstwem zwraca się szczególną uwagę na dynamicznie zachodzące zmiany w otoczeniu działania przedsiębiorstwa i konieczną tym samym ucieczkę od stosowanych do tej pory schematów działania. Zapewnienie wydajnej współpracy komórek organizacyjnych przedsiębiorstw wymaga między innymi wykorzystania nowoczesnych technologii pozwalających na integrację heterogenicznego środowiska informatycznego. Przydatne jest więc takie zintegrowanie tych danych, które pozwoliłoby na wykorzystanie w pełni wiedzy w nich zgromadzonych, jak również połączenie w procesie działania różnych elementów w większą całość, aby w ten sposób uczynić to działanie racjonalnym i optymalnym. Dobrym rozwiązaniem wydaje się być semantyczna integracja systemów informatycznych. Semantyczna integracja systemów informatycznych w głównej mierze sprowadza się do wypracowania wspólnej terminologii w nazywaniu i określaniu danych, z których korzystać mogą różne aplikacje.
The new approach to the issues of organization management sets a lot of store to dynamic changes which occur in the organization.s environment and force the organization to withdraw from the operation schemes used so far. In order to ensure efficient co-operation of the organization.s departments it is required to apply, among others, state-of-the-art technologies which allow to integrate the heterogenic IT environment. Therefore it is useful to integrate the data in such a manner to allow the full use of knowledge contained in these data. It is also useful to unite different elements into a whole in the operation process in order to make the operation rational and optimal. Semantic integration of IT systems seems to be a good solution. Basically, semantic integration comes down to working out a common terminology for labeling and determining the data which can be used by different applications.

The aim of the article is to outline the characteristics of supply chain management (SCM) in Bulgaria on the basis of data from the Bulgarian business practice and to reveal the existing reserves for improvement. The research methodology includes the systemisation and development of variables measuring two aspects of SCM: internal - the integration between the company's functions, and external - the integration between the companies in the supply chain. Personal interviews on the basis of a questionnaire were used for the collection of the data. The general conclusion is that there are organizational prerequisites for internal integration of the logistics activities in the Bulgarian companies and they become more cooperative towards their partners too. But they lag behind the foreign companies in the areas of goals setting and performance management, the investments in information technologies and the greater focus on the relationships with customers. A main outcome of the research is the development of the model of SCM application in Bulgaria which constitutes of three phases: traditional relationships, coordination, collaboration and full integration. The second phase consists of three stages that correspond to different degrees of coordination. The role of the logistics sector for SCM is also assessed. Although the logistics service providers in Bulgaria lag behind the logistics sector in well-developed countries, as a whole they demonstrate an aspiration for the improvement of their competitive position and proneness to implement contemporary business practices which could contribute to the success of SCM application in Bulgaria.

Do podejmowania decyzji ważna jest wiedza rozumiana jako umiejętność użytecznego wykorzystania informacji. Dotyczy to także zagadnień z dziedziny rolnictwa w szczególności szeroko pojętej produkcji roślinnej. Obecnie wiele potrzebnych informacji można odnaleźć w Internecie, także globalna sieć wykorzystywana jest do publikacji rezultatów. Aby można było efektywnie wykorzystać informacje w systemie zarządzania wiedzą, muszą być one precyzyjnie opisane. Sieć semantyczna a w szczególności idea Linked Data stwarza taką możliwość. Realizując projekt "Narzędzia zarządzania wiedzą w produkcji roślinnej" podjęto próbę wykorzystania systemu zarządzania treścią Drupal 7 do stworzenia prototypowego portalu będącego częścią systemu wspierającego zarządzanie wiedzą w produkcji roślinnej. Omówiono funkcjonalność modułu RDF Drupala, oceniono praktyczną ich przydatność do realizacji zadania oraz możliwości rozszerzenia.
Knowledge understood as the ability to apply the information in useful way, is significant to make proper decisions. This also applies to agricultural issues, in particular, wider plant production. Currently, a lot of information can be found on the Internet. The global network is used to publish the results. The information must be precisely described to be used effectively in the knowledge management system. The Semantic Web and in particular the idea of Linked Data offers such a possibility. During implementation of the project "Knowledge management tools in plant production" the content management system Drupal 7 has been used to create a prototype portal which is a part of the supporting knowledge management system in plant production. The functionality of Drupal RDF module is presented and its practical usefulness for the task is rated as well as the possibility of its extension is discussed.

Addressing the subject of the paper is justified by views on negating the need for theory and the globalist paradigm of deregulation. The purpose of the paper is to demonstrate:– that integration and globality can be deregulated;– that it generates negative consequences for sustainable development management;– how to define theoretical and institutional foundations for these categories.The hypothesis is: Integration and globality require clearly defined criteria for their understanding and functioning. The components of the Constitution of the World rather than the paradigm of deregulation (YES = NO = CAN BE) are the basis for such criteria. The theoretical and institutional foundations of the understanding and functioning of integration and globality were defined. A synthetic conclusion is U. Beck’s reflection on “the formula (...) of the transnational economy: (...) deliberately not conquering. It is deprived of violence, implicit, deliberate abandonment, it neither requires consent nor it can count on it” (Beck, 2005: 88).
Podjęcie tematu artykułu uzasadniają poglądy dotyczące negowania potrzeby teorii i globalistyczny paradygmat deregulacji. Artykuł ma na celu wykazanie:– że integracja i globalność mogą podlegać deregulacji,– że generuje to negatywne skutki dla zarządzania zrównoważonym rozwojem,– jak zdefiniować podstawy teoretyczne i instytucjonalne dla tych kategorii.Hipoteza: Integracja i globalność wymagają jednoznacznie zdefiniowanych kryteriów dla ich zrozumienia i funkcjonowania. Bazą dla takich kryteriów są reguły powszechnego postępowania i to one pełnią funkcję Konstytucji Świata, a nie paradygmat deregulacji (TAK = NIE = BYĆ MOŻE). Określono teoretyczne i instytucjonalne podstawy rozumienia i funkcjonowania integracji i globalności. Wniosek syntetyczny: Refleksja U. Becka dotycząca „formuły (…) gospodarki transnarodowej: (…) rozmyślne niepodbijanie. Owo wyzbyte przemocy, niejawne, rozmyślne zaniechanie ani nie wymaga zgody, ani nie może na nią liczyć” (Beck, 2005: 88).

This article presents basic definitions connected with co-operation, various classifications of kinds of co-operation, mostly of external co-operation, reasons for co-operating, characteristics of special forms of co-operation between enterprises, that is strategic alliance, benefits and threats associated with establishing co-operation in a form of an alliance and finally types of strategies adopted within the co-operation.

Opis:
Within this paper results of ongoing investigations will be presented. Main subject of studies is laid on the present situation of alert management onboard ships navigational bridges and potential use of data recorded with mandatory ship-borne VDR equipment during normal ship operation to support the process of on board collision avoidance. The investigations and results discussed and presented in the paper are gained within trhe work in two different projects on research and technical development. The first is the European MARNIS – project on Maritime Navigation and Information Services. It is funded by the European Commission, Department for Energy and Transport. Secondly some of the results presented here are part of investigations performed under the national RD project "Maritime Safety Assistance Rostock" which is funded by the German Ministry of Education and Research Berlin.

Opis:
An implementation of international standards in the management systems of organizations is increasingly promoted in non-regulated sector in globalized markets. Authors of the paper present the partial results of the research in the area of projecting and implementation of integrated management systems according to international standards ISO 9001, ISO 14001, OHSAS 18001, ISO 27001 etc. Based on an analysis of the latest standards for management sub-systems with HLS structure implementation, an innovative concept of model for an implementation and maintaining of integrated management systems is introduced. The proposed process algorithm on Deming’s PDCA cycle of the implementation is applicable to any type of organization and economic sector according to the NACE codes and with the respect to newly adopted requirements of ISO standards, e.g. documented information on IMS.
Wdrożenie międzynarodowych standardów w zakresie systemów zarządzania organizacji jest coraz częściej promowane w nieregulowanym sektorze w zglobalizowanych rynkach. Autorzy niniejszego artykułu przedstawiają częściowe wyniki badań w zakresie projektowania i wdrażania zintegrowanych systemów zarządzania zgodnie z międzynarodowymi normami ISO 9001, ISO 14001, OHSAS 18001, ISO 27001 itd. W oparciu o analizę najnowszych standardów dla podsystemów zarządzania z wdrożeniem struktury HLS, wprowadzono innowacyjną koncepcję modelu wdrożenia i utrzymania zintegrowanych systemów zarządzania. Proponowany algorytm procesu w cyklu wdrażania PDCA Deminga, który uwzględnia nowo przyjęte wymagania norm ISO, np. udokumentowane informacje o IMS, ma zastosowanie do każdego rodzaju organizacji i sektora gospodarki według kodów NACE.

Opis:
The subject of the study is the solidarity clause introduced into the EU law system by the Treaty of Lisbon. Currently, it is in the article 222 the Treaty on the Functioning of the European Union. The aim of the study is to show its history, legal basis in the treaty regulations and in the secondary law and the way it operates. The work also shows the concerns and obstacles in its application. Particularly, the attention has been paid to its possible conflict with the concept of the sovereignty of the Member States. As a research hypothesis, the assumption has been made that the solidarity clause is a great opportunity for greater European integration by cooperating in the situations of threat to the security of the society in one of the Member States. As a final conclusion, it should be assumed that the solidarity clause is an important instrument of the Union’s security policy. The method of dogmatic analysis of the law and the descriptive method were applied in the work.
Przedmiotem opracowania jest klauzula solidarności wprowadzona do systemu prawa unijnego traktatem lizbońskim. Obecnie znajduje się ona w art. 222 Traktatu o funkcjonowaniu Unii Europejskiej (TFUE). Celem opracowania jest ukazanie jej historii, podstaw prawnych w prawie traktatowym i wtórnym oraz sposobu jej funkcjonowania. W pracy zostały też ukazane obawy i przeszkody w jej stosowaniu. Szczególna uwaga została poświęcona jej ewentualnemu konfliktowi z koncepcją suwerenności państw członkowskich. Jako hipotezę badawczą przyjęto założenie, że klauzula solidarności jest ogromną szansą na większą ingerencję europejską poprzez współdziałanie w sytuacjach zagrażających bezpieczeństwu społeczeństwa jednego z państw członkowskich. Należy przyjąć wniosek końcowy, iż klauzula solidarności jest ważnym instrumentem polityki bezpieczeństwa unijnego. W pracy została zastosowana metoda analizy dogmatycznej przepisów prawa oraz metoda opisowa.
