The sketch is an attempt to focus on the emigration/migration issue in Polish prose written after 2000 and to answer the question of whether we are only dealing with reports written by blue-collar workers as well as descriptions of the day-to-day struggle with reality, or whether we are dealing with more or less sharp playing with emigration patterns. The quoted examples prove that we are dealing with two variants concerning description of experiences during ‘EU migration’. On the one hand, we may speak about a positive pattern where emigration is treated as an adventure which is perceived as breaking free from existing obligations and imposed rigors. On the other hand, one may find a number of negative patterns, according to which emigration is a necessary evil. Thus, the writers reflect on the dramatic everyday life of an emigrant, eclipsing broadly defined problems with identity. They present complexes which make Poles living abroad give in to fate; they base the image of EU (e)migration on clichés and stereotypes. Additionally, one can observe a ‘gender’ division.

The phenomenon of Italian migration is characterized by a clear caesura, which makes Italy a country with a long history of emigration and a much shorter experience of immigration. The mid-1970s are considered a breakthrough, when the zero-migration balance was recorded for the first time. The growing wave of arriving foreigners forced the rulers to change the current immigration policy, which rarely responded to the needs of both foreigners and citizens of the Republic. Subsequent laws, usually created in extraordinary circumstances, were also subject to the process of alternating power. Lack of legislative continuity and insufficient social integration gave birth to additional tensions around the observed influx of refugees. In this situation, it seems that the management of the migration crisis is no longer the responsibility of a single nation, but should be an action taken at the level of solutions of the European community.

A discussion about the migration of Polish society after the accession of Poland to the European Union appears to be unjustified. The phenomenon of the migration of Polish society reaches the XIXth century, when about four million Polish emigrants settled down in the United States of America. Since the middle of the XIXth century the migration for employment has played the most important role in Poland. In the article its authors conducted the analysis of Polish migration since 2004. Statistical material comes from Polish Central Statistical Office, reports and research results. The main hypothesis of the article is that the effect of the accession of Poland to the European Union was the increase in the employment mobility of Polish workers due to the improvement of institutional conditions. The second hypothesis showed that on account of social-economic conditions inhabitants of eastern Poland, much more often decided on moving abroad than the residents of better developed areas of western Poland. However, the conducted data analysis of applying contemporary emigration did not prove the second hypothesis. It only let state that economic changes had a great impact on the scale volatility of the number of people who emigrated after 2004. The biggest decrease of the number of Polish emigrants took place in 2009 (nearly 40% year to year) which was connected with the economic crisis. The goal of this article is an analysis of Polish migration in the years 2004–2013. The authors conducted the analysis in the view of age and gender. The article describes the phenomenon of Polish migration before the accession to the European Union in 2004.

The article discusses the notion of return migration with regard to its permanency and temporariness. In reference to selective patterns of return migration, factors conducive to permanent returns and to re-emigration, i.e. subsequent migration after the return, are examined with the use of a logistic regression model. Analyses demonstrated in the article are devoted to return migration to Poland in 1989-2002 and based on the 2002 Polish census data. The obtained results confirm earlier findings on the major role of the level of human capital and family attachments in shaping the nature of the return waves. It was revealed that return migrants who decided on a longer stay in Poland were more often living in Polish urban areas, and had higher human capital and stronger family attachments to Poland, when compared to re-emigrants. It was also observed that return migrants possessing dual nationality were the most likely to engage in re-emigration, while descendants of Polish emigrants tended to settle in Poland on a more permanent basis.

This article focuses on the emigration/migration issue depicted in Polish literature written after the year 2000. The examples discussed prove that we aredealing with two variants in the depiction of emigrants’ experience. On the one hand, we can talk about a positive pattern where emigration is treated as an adventure, perceived as breaking free from the existing obligations and imposed rigours. On the other hand, one may find several negative patterns, in which emigration is a necessary evil. The author notices a clear gender difference in the presentation of the emigrant experience: male narratives tend to be more depressing, presenting the protagonists as degenerated and humiliated, while female authors drift towards “chick lit,” depicting their protagonists as developing professionally and emotionally.

The paper aims at analysing the relation between the model of social policy implemented in Poland after 1989 and the scale and structure of migration processes. The statistical data analysed in the paper show the impact of the deficit of good jobs, weakening protection of workers' rights, and low levels of social security in Poland on the post-accession emigration of Poles. The paper has tried to challenge the strategy implemented in Poland after 2004, which is based on compensating for the effects of emigration of young and well-educated Poles with the influx of foreign workers. It has been also emphasized that social policy instruments towards immigration and immigrants tend to be one-sided, as they focus on the labour market needs and do not provide enough support for the process of adaptation and integration of immigrants in Poland. Moreover, a verification of the assumptions of the governmental document "Migration policy of Poland” (2012) has been suggested, i.e. taking into account the negative effects of the post-accession economic emigration and recognizing the issue of contemporary Polish emigration as an important area of Poland’s migration policy. Finally, the paper has outlined the role of social policy in stimulating migration processes in accordance with the principle of protection of native human capital, the needs of the economy, and the Polish raison d'etat. It has also identified spheres of social policy development which are necessary to achieve this objective.

External migrations of “white staff” are an important topic, for example, in public debates due to the wide context of consequences that may occur in an abandoned country, which is why this group was chosen as a reference group in relation to the group constituted by pedagogy students.

The article presents the main recent developments in migration policy and migration trends to and from Poland. Polish migration policy has been becoming more open to immigrants in the years 2009-2011, especially immigrants needed by the Polish economy. At the same time, according to the new migration strategy, it is going to devote more attention to the issue of immigrants’ integration. As for trends in international migration, the trans-border mobility remained elevated and intensified, among others due to agreements on the Local Border Traffic with the Eastern neighbours. Since 2006 the emigration for a permanent stay has been decreasing and immigration for a permanent stay has been increasing, mostly due to return migration of Polish citizens, but still, in 2010 a negative net migration was registered. The number of long-term Polish emigrants stabilized, while the number of short-term emigrants declined abruptly, which suggests that Poland is already in a ‘late’ or ‘mature’ phase of post-accession emigration, characterized by stabilization of the outflow of settlement type and intensification of return migration. The latter is to some extent reflected by the statistics referring to immigration for a permanent stay and to mixed marriages. Labour immigration and foreign employment in Poland have been increasing constantly over recent years.

This paper presents the concept of the emigration region that emerged as a result of wide research identifying the causes of emigration and migration networks, as well as the demographic and socio-economic consequences of significant emigration for particular regions. It is an overview based on long-standing research by the authors and draws heavily on numerous contributions that address the links between regional development and long-term migration outflow. The hypothesis is that an emigration region is formed under the influence of long-term and mass emigration resulting in progressive depopulation and characterised by a set of economic, social and cultural features clearly distinguishing it from regions where such a pattern of relationships is either missing or incidental. Identified features of emigration regions include a well-established tradition of emigration, the long-term nature of emigration, a significant quantitative dimension of emigration, well-developed networks of social relationships between the countries of outflow and inflow, the complex socio-political and economic reasons for emigration and the specific consequences of it, observed both at the individual (micro) level and at the level of local and regional communities (the meso level). The concept of an emigration region is illustrated by the example of the Opolskie Voivodeship (Poland, a NUTS-2 region). The concept of an emigration region emerged as a result of many years of research by the authors, implemented mainly in the Opolskie Voivodeship. The research methods were diverse (including quantitative and qualitative social research) and the research was conducted among the entities involved to varying degrees in broadly understood migration processes (emigrants, re-emigrants, regional and local governments, entrepreneurs).

The paper presents some features of contemporary international migration from Podlaskie voivodeship on the basis of on statistical data and biographical materials of labour emigrants from that region. The classification of the Central Statistical Office focuses on two main forms of emigration: permanent migration and temporary migration. Biographical materials suggest that integration processes depend on the form of migration. Permanent migration facilitates integration with host society. After the EU accession temporary migration from Poland, as well as from Podlaskie voivodeship, has increased considerably. Main migration directions have changed: emigration to USA has decreased while the number of trips to European countries has increased. Migration stories (both biographies and autobiographies) show the development of migration culture and transnational life style. Increasing number of Polish temporary migrants fosters the creation of new Polish colonies with specific characteristics. This phenomenon is discussed in the framework of the socialization theory of Berger and Luckmann.

In this essay I connect the decisions and experiences of individual migrants, starting with Wladyslaw Chuchla, and place them in larger, even global frames of decision-making and the options societies of departure and of arrival provide as well as constraints they impose. This involves relating Chuchla’s – and, in a comparative perspective, other migrants’ – place of birth in its evolvement over time in the macro-region and its history. It also involves a discussion of the routes to exit from both the local course of history and the geography. Thus, I discuss the Atlantic Migration System and the Polish lands in an integrated perspective: were conditions in the Polish lands singular or may they be compared to patterns in other parts of the world? I will look at the agency of migrants leaving other parts of the world but sharing with Chuchla the destination North America. This discussion will raise methodological and theoretical issues. Local communities are the spaces in which men and women make their decisions. They are transculturally rather than transnationally connected but the frames in which decisions are made characterize larger regions. I argue that migrating men and women made their decisions to depart and about where to arrive in the frame of inter-state power relations, impositions by the elites (and, sometimes, neighbors) of self-elevated national cultures, and in local everyday-cultures, norms, beliefs framed by regional economies and the human capital that could be developed in them. Emigration was a counter project to “nation” building. Polish migrants could chose destinations in a near-global diaspora, provided information and travel connections existed to their place of departure. Diaspora, too, is localized and in many different ways transcultural.

Analysing national programmes, state strategies and other documents that regulate immi- gration and migrant integration in Lithuania, this article provides an overview of policy priorities in this field before and after the enlargement of the European Union (EU). The main theoretical approaches of migration processes and policies are reviewed to conceptu- alise the field in which the Lithuanian immigration and migrant integration polices are to be analysed. The article covers different types of immigration, reveals main immigration trends and provides contextual information: policy responses and political discussions, public debates and societal attitudes towards immigration. It touches on the newest legi- slative and institutional developments in the field concerned and reveals that before 2014, immigration policy in Lithuania was based on the so-called ad hoc principle, while during the first half of 2014, a new trend emerged as the government adopted the ‘Lithuanian Migration Policy Guidelines’ and ‘Action Plan for Implementation of the Policy for the Integration of Foreigners’. At the same time, integration of foreigners as a new area of policy emerged in the Ministry of Social Security of Labour. Migrant integration is beco- ming a prioritised policy area. However, its challenging aspect has to be emphasised as deeper analysis of migrant integration infrastructure revealed that project-based activities, supported by the EU funds, have already managed to ‘change’ the implementation of migrant integration policy at state level.
