Based on the assessment of contemporary reality, it can be said that one of the most critical functions of a modern state is to provide its citizens with an acceptable level of security – that is to say, to create optimal conditions for protection against hypothetical and real threats, such as potential natural disasters, consequences of civilizational advancements (accidents or man-made disasters), terrorist attacks, wars, and armed conflicts. It should be emphasized that in modern, democratic societies, the right of people (social groups) to be protected from numerous threats results from the legal, ethical, and moral norms in force, which have been developed in civilizational development and are based on historical experience. The research focused on analyzing normative documents (laws and regulations) and selected scientific and popular science literature dedicated to the functioning of the crisis management system and contemporary management. The synthetic conclusions of this analysis constitute the basis for further in-depth research.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, optimal transient probabilities of the GBNCIN Operation Process at Operation States Related to Climate-Weather Change Process, and the GBNCIN optimal safety and resilience indicators, are introduced. By defining unconditional multistate safety function of the GBNCIN, and corresponding optimal risk function, the optimal coefficients of the operation process related to the climateweather change impact on the GBNCIN intensities of degradation, have been determined. Finally, optimal sojourn times of the GBNCIN operation process at operation states, related to climate-weather change process and operation strategy, are presented.

The article is showing some concept of critical infrastructure system’s safety states model. Model construction is basing on popular technical systems’ safety states models, and notions specified in acts of law related to crisis management and other studies concerning it. Implementation of crisis management issues and problems into technical systems’ safety states model, resulted with formulating of critical infrastructure system’s safety states model, illustrating processes concerned with their transitions, related to particular crisis management phases. Then, probabilistic description of critical infrastructure safety states transitions process have been presented, that, if further evolved, can lead to support works connected to critical infrastructure protection.

The paper presents an approach to modelling operation process of critical infrastructure networks located within certain area. The approach has been conducted basing on networks located within the Baltic Sea area, being however also general concept of network of critical infrastructure networks operational process analysis. Operation process of particular critical infrastructure network has been defined, and then its characteristics described, by applying a semi-Markov processes modelling approach. Further, similar approach has been conducted to model operation process of network of critical infrastructure networks. On the base of models of operation processes of certain critical infrastructure network, and network of critical infrastructure networks, general approach to Global Baltic Network of Critical Infrastructure Networks modelling is presented as well.

Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Finally, the GBNCIN operation cost related to climate-weather change minimization, and cost analysis of the GBNCIN operation impacted by climate-weather change, are presented.

After the russian Federation began its aggression against Ukraine in 2022, the Ukrainian critical infrastructure system was attacked with the aim of its complete or partial destruction. In response to these attacks, the Ukrainian authorities announced the reconstruction of the infrastructure protection system based on eU legal solutions. therefore, the article discusses the issues of critical infrastructure, both at the european and Polish level. the provisions of 2007 are in force in the Polish legal system, and the 2008 directive – in the european legal system. however, legal provisions were amended in 2022 and will be implemented into national legal systems in 2024. the aim of the article was to analyze the content of the provisions of legal acts in the field of critical infrastructure in Poland and the eU. the analysis is accompanied by research questions regarding how to define basic concepts and terms in both legal systems and the mutual relations of both systems. the article refers to the document examination method that allows for the analysis of legal acts and comparative analysis. eU Member States have gained a superior position over european bodies, but growing natural and anthropological threats and the process of deepening european political integration have resulted in a gradual change in the way of thinking about critical infrastructure. the position of EU bodies under 2022 directive has been significantly strengthened vis-à-vis member states.
Po rozpoczęciu przez Federację Rosyjską agresji na Ukrainę w 2022 r. zaatakowano ukraiński system infrastruktury krytycznej w celu jego całkowitego lub częściowego zniszczenia. W odpowiedzi na te ataki władze ukraińskie zapowiedziały odbudowę systemu ochrony infrastruktury na podstawie rozwiązań prawnych Unii europejskiej. W artykule omówiono zagadnienia infrastruktury krytycznej, zarówno na płaszczyźnie europejskiej, jak i polskiej. W polskim systemie prawnym obowiązują przepisy z 2007 r., natomiast w europejskim – dyrektywa z 2008 r., niemniej jednak w 2022 r. dokonano zmiany przepisów prawnych, które zostaną implementowane do krajowych systemów prawnych w 2024 r. W tekście jako cel przyjęto dokonanie analizy treści przepisów aktów prawnych w zakresie infrastruktury krytycznej w Polsce oraz w Unii europejskiej. Analizie towarzyszą pytania badawcze dotyczące sposobu definiowania podstawowych pojęć i terminów w obu systemach prawnych oraz wzajemnych relacji obu systemów. Nawiązano do metody badania dokumentów pozwalającej na dokonanie analizy aktów prawnych oraz przeprowadzenie analizy porównawczej. Państwa członkowskie uzyskały pozycję nadrzędną wobec organów europejskich, jednak rosnące zagrożenia naturalne i antropologiczne oraz proces pogłębiania europejskiej integracji politycznej wpłynęły na stopniową zmianę sposobu myślenia o infrastrukturze krytycznej. Pozycja organów Unii europejskiej na podstawie dyrektywy z 2022 r. została zdecydowanie wzmocniona wobec państw członkowskich.

Infrastruktura krytyczna, definiowana jako urządzenia, instytucje usługowe, a także inne dziedziny, które mają istotny wpływ na poczucie bezpieczeństwa obywateli i sprawne funkcjonowanie gospodarki państwa, nabrała nowego znaczenia na przestrzeni ostatnich lat. Doświadczenia ostatnich konfliktów zbrojnych i ataków terrorystycznych oraz analiza zdarzeń wywołanych przez siły natury wskazują jednoznacznie, że zakłócenie prawidłowego działania poszczególnych elementów infrastruktury krytycznej może mieć znaczący, negatywny wpływ na jej funkcjonowanie jako systemu. Szeroki zakres potencjalnych, ewoluujących zagrożeń wymusza szukanie nowych i skutecznych rozwiązań jej ochrony.
The significance of critical infrastructure, which is defined as devices, service institutions, as well as other areas that have a pertinent meaning on the sense of security of the citizens and the efficient functioning of the national economy, has gained new importance in recent years. The lessons learned from recent military conflicts and terrorist attacks, as well as analysis of events caused by natural disasters clearly demonstrate that disruption of the regular functioning of the individual elements of critical infrastructure might have a negative impact on its functioning as a single system. A wide spectrum of possible evaluating threats trigger development of new and effective solutions for protecting the critical infrastructure.

Critical infrastructure determines the survival and well-being of all citizens. The main purpose of its protection is to maintain the continuity of providing key services for the state. The mission and responsibility of CI participants, coordination of activities are very important things. Understanding this is the basis for the effectiveness and sustainability of this system. CI operators are people with the best knowledge about the specifics and functioning of critical infrastructure items (facility/installation/device/service). They also have the conditions to eliminate threats and reduce their negative effects. In this article provides space for entities designated to protect CI, i.e. the person responsible for maintaining contacts and the plenipotentiary for critical infrastructure.

The paper presents the terminology of critical infrastructure including definitions of general terms and definitions of more detailed notions. The European Programme for Critical Infrastructure Protection is introduced and infrastructures specified as being critical are listed. There is also presented the approach to the identification and designation of European Critical Infrastructures. Next, presented terminology and taxonomy refer to critical infrastructure networks at Baltic Sea Region. Finally, notions related to climate change and resilience and vulnerability of critical infrastructures to climate change are given. Considering strategy of critical infrastructures resilience strengthening there are distinguished and defined concepts of robustness, resourcefullness, redundancy, response and recovery.

The subject addressed in the paper is about the identification of National Critical Infrastructures (NCI). The focus is the result of the responsibilities of EDP Distribuição, the Portuguese mainland Electrical Distribution System Operator (DSO) serving over 6 million customers in a regulated business with clearly defined tasks, to comply with the transposition to the Portuguese legislation of the European Council Directive 2008/114/EC. Having EDP Distribuição under their responsibility several assets and systems which are essential for the maintenance of vital societal functions, health, safety, security, economic and social well-being of people, the ones considered national critical were selected, from a set of more than 400 main premises. Has been identified their major threats and vulnerabilities, which resulted in emergency response procedures named “Operator Security Plan”.

The paper presents the terminology and taxonomy of critical infrastructures at the Baltic Sea Region including definitions of general terms and definitions of more detailed notions concerned with selected industrial installations at the Baltic Sea Region. In the paper there are distinguished and listed eight main critical infrastructure networks operating in the Baltic Sea Region. Presented terminology refers to these critical infrastructure networks also in the context of climate change and resilience and vulnerability of the critical infrastructures to climate change.
