The quality improvement of the Turkish Maritime Education and Training (MET) system is a relevant political and scientific issue which strongly impacts the competitiveness of the shipping sector in Turkiye. However, MET is quite an expensive Education and Training (ET) system since it requires high investments and incurs high running costs. The existing situation enforces the training system to be able to execute under the desired level of sector expectations in terms of graduates quantity. This study mainly focuses on the investigation of the economic needs of MET facilities. And some of the relevant recommenda-tions are drawn up to improve the efficiency of current MET system. In this respect, the proposed items basically refer to the need of concentrating and integrating resources in order to exploit some degree of economies and pursuing quality in MET.

Vietnam Maritime University (VIMARU) is a stated-owned institution in Vietnam. Undergoing more than half of a century of development, VIMARU has been facing to many difficulties and challenges such as limitation of budget from government, limited and obsolete facilities, lack of teaching staff, high density of students with very low tuition fee, and especially, limited chances for students to be trained on board training ships, shipyards and other manufacturing sites. For overcoming these difficulties and challenges, since 1990s, VIMARU had decesively renovated the organization system, especially and strongly focused on the enhancement of the linkage with industries and also, the enhancement of the international relations. In this paper, the experiences and results from the mentioned renovation process of the Vietnam Maritime University are presented.

W artykule przedstawiono celowość wprowadzenia w polskich warunkach megawydłużonych zestawów drogowych o podwyższonej dopuszczalnej masie całkowitej, nazywanych HCT-HCV/SEC. Autor przeanalizował, czy istnieje w naszym kraju ekonomiczny, użytkowy i ekologiczny sens wprowadzenia zestawów tego rodzaju, a jeżeli tak, to jak powinien przebiegać proces ich wprowadzania oraz jakie mogą towarzyszyć temu podstawowe szanse i zagrożenia. Temat ten został podjęty, gdyż w krajowym piśmiennictwie w tej sferze istnieje dotąd niemal całkowita luka badawcza, a jest to tematyka ważna z biznesowego i ekologicznego punktu widzenia. Artykuł w pierwszej części bazuje głównie na opracowaniach i informacjach pochodzących ze skandynawskich i holenderskich instytucji badawczych, uczelni wyższych, interesariuszy, przewoźników oraz instytucji nadzorujących drogi. Uzupełniają to dane badawcze udostępnione przez włączony w te wdrożenia koncern Volvo Trucks. Część druga artykułu opiera się zaś na studium przygotowanym przez autora w 2019r. na rzecz Scanii Polska, dotyczącym tego, czy polscy przewoźnicy w kraju i za granicą mogą już używać zestawów klasy SEC. Odpowiedź jest twierdząca, a w artykule wskazano elementy przemawiające za takim rozwiązaniem. Artykuł zawiera też autorskie koncepcje wdrożenia cięższych leśnych zestawów kategorii MET/MEV i cięższych miejskich pojazdów klasy BET Miasto – City.

W artykule autor poruszył tematykę wprowadzania w miastach, głównie tych większych, pojazdów klasy City-HCT/HCV. Są to pojazdy solo lub zestawy o podwyższonej dopuszczalnej masie całkowitej. Zagadnienie to prezentowane jest jako nowe, chociaż w Holandii wieloosiowe mega wielotonowe podwozia są już eksploatowane z powodzeniem od lat. Obecnie intensywne prace ukierunkowane na implementację tego rozwiązania są prowadzone w Szwecji. Zasadniczy cel tego wdrażania polega na redukcji ruchu ciężarówek w miastach, co ma skutkować mniejszym zatłoczeniem na drogach oraz obniżeniem hałaśliwości, zużycia paliwa i emisji substancji szkodliwych. W tym artykule autor analizuje, czy wprowadzenie tej koncepcji wykazuje sens oraz przedstawia swoją własną wizję w tym zakresie. Artykuł, ze względu na brak polskich badań w tej dziedzinie, powstał na podstawie głównie dostępnej literatury zagranicznej, przede wszystkim szwedzkiej, w tym wyników dokonywanych tam testów oraz licznych rozważań teoretycznych.
In the article, the author touched on the subject of introducing City-HCT/HCV vehicles in cities, mainly the larger ones. These are solo vehicles or combinations with an increased gross vehicle weight. This issue is presented as a new one, although multi-axle mega multi-ton trucks have been successfully operated in the Netherlands for years. Currently, intensive work aimed at implementing this solution is being carried out in Sweden. The main goal of this implementation is to reduce truck traffic in cities, which is to result in less congestion on the roads and lower noise, fuel consumption and emissions of harmful substances. In this article, the author analyzes whether the introduction of this concept makes sense and presents his own view in that field. The article, due to the lack of the Polish research in this area, was written mainly on the basis of available foreign literature, mainly the Swedish one, including the results of tests carried out there and numerous theoretical considerations.

This survey research aimed to determine the status of and compliance to and adherence to the quality standards system by the maritime schools in the Philippines. Frequency, mean and standard deviations were the descriptive statistics used and t-test, analysis of variance, stepwise multiple regression analysis and Pearson’s r were the inferential statistics used. The participants’ perceived the status of the quality standards system among maritime schools as ‘strong’. The participants’ perceived the compliance with and adherence to the quality standards system among the maritime schools as “very high”. Location of school, enrolment size, faculty size, size of support staff, accreditation, position in school, work experience and educational preparation are significant predictors of the status, compliance with and adherence to the quality standards system in maritime schools. No significant relationships existed between the participants’ perception of the compliance and adherence to quality standards system among maritime schools and personal-related factors.

When operating in confined waters such as ports, channels and canals, the ship’s master may not be familiar with the specific and up-to-date navigating conditions such as wind, current and tide. In this case, the master must rely on the knowledge and experience of local experts, the seaport and river pilots, to ensure the safety of the ship, crew and environment. This paper provides an overview of the initial and periodic training required by pilots directed by the China Maritime Safety Administration in accordance with IMO’s A.960 “Recommendation on Training and Certification and Operational Procedure Maritime Pilot Other Than Deep-Sea Pilot” and China’s pilot training requirements. The paper then goes into details describing how pilot training is implemented in Dalian Maritime University (DMU), taking into account the course setting, class hour arrangement, theory and practical class distribution of different class pilots, as well as examining the equipment requirements, trainer’s qualification, and trainee’s seagoing experiences. Based on the results of the China’s pilot training regime, recommendations will be made not only for improving China’s pilot training program, but also where DMU’s best practices may be implemented at other institutions engaged in pilot professional development.

This article undertakes issues included in the Green Paper project on a future maritime policy of the European Union. Emphasis is put on basic features of this study that indicate the need of a holistic approach to the maritime policy, instead of sectoral approach practiced so far. This author presents and evaluates one of the major problems concerning the human factor in the initiative, namely the role of maritime staff education, proper employment policy and participation in scientific research. Author’s view on and proposals of Poland’s participation in the development and implementation of the Green Paper ideas are presented.

MET institution’s mission is not only preparing young people for maritime career at sea, forming their professional competences, but also providing help in their career management. For this reason, it is important to know new seafarers’ generation needs and career ambitions, as well as expectations from employers’ point of view. Mutual understanding would help to find a balance between expectations of both and adequately manage changes. Results of research, conducted by surveying 4th year full-time students studying at the Lithuanian Maritime Academy and experts from shipping and crewing companies in Lithuania and Latvia regarding desirable contract conditions and seafarers’ personal and/or professional characteristics, important for successful career, are presented in the article.

Assessment of students’ achievements in higher education didactics and in maritime studies is considered as a problematic part of study process. Especially it is difficult to use assessment practically in order to improve students’ learning, for formative purposes. The role of formative assessment in the learning educational paradigm is essential. One of main attributes of formative assessment - self-evaluation of students - has been chosen as the object of the research. For the empirical research, a case of full-time studies of Marine Engineering was decided upon. An originally created questionnaire was used for the research. The characteristics of self-evaluation, such as its frequency, forms, and content were analysed with the aim of finding out their influence on the improvement of students’ learning and effectiveness of maritime studies.

For the past few years enkephalins have been a center of appreciation and interest. Enkephalins were discovered in 1975 by Hughes, Kosterlitz and coworkers [1]. They can be described as short sequences of amino acids that are naturally produced in the central nervous system (CNS) in various glands throughout the body, such as the pituitary and adrenal glands [7, 9]. There were revealed two forms of enkephalins, one containing leucine, and the other containing methionine. Enkephalins are produced by the cleavage of a precursor protein called proenkephalin. From proenkephalin originate Met- and Leu-enkephalin, Met-enkephalin-Arg6-Gly7- -Leu8, Met-enkephalin-Arg6-Phe7 [1–3]. Enkephalins are involved in phenomena associated with modulated pain perception [13], regulation of memory and emotional conditions [21] and regulation of immunological system [29]. They also have an impact on the cardiovascular system [17], motility of the digestive system and metabolism of carbohydrates [8]. This article is a review of the current knowledge about enkephalins and their usage in the diagnostics and treatment of a variety of diseases: diseases/disorders of the central nervous system [21, 22], Parkinson’s disease [27], disease of the immune system [29], chronic pain [12], tumor diseases/cancer [33], heart and cardiovascular diseases [19] and inflammatory bowel disease [23].

This paper presents an innovation in teaching strategy in one major subject in the Maritime Education and Training (MET) program of the Maritime Academy of Asia and the Pacific (MAAP). This strategy makes use of an instructional aid called MAAPCNIA (MAAP Celestial Navigation Instructional Aid), conceptualized and designed by Capt. Daniel S. Torres, Jr. MAAPCNIA encompasses color-coded spheres that depict navigational triangle. This triangle is composed of a blue celestial sphere representing horizon system of coordinates and a white sphere enclosing a globe characterizing time diagram and celestial equator and terrestrial systems of coordinates. With this instrument, celestial spheres can be easily visualized compared when using one-dimensional drawing. Hence, understanding of orthographic projection, which is essentially the core of appreciation and mastery of this tough subject, is enhanced. This paper focuses on the development and impact of MAAPCNIA since its conception in 2004, towards authentic teaching-learning process in Celestial Navigation.

Opis:
Urban climate and its impact on the thermal comfort of residents are significant aspects in urban planning and the design of housing estates. The aim of this article is to investigate the temperature perception among residents in a contemporary residential area in Lublin during the hottest day, utilising an advanced computer simulation tool – the ENVI-met programme. A modern, densely built housing estate with no significant greenery was selected as a case study. General meteorological and spatial data were used for calibrating the housing estate model within the software. The housing estate model within the programme was calibrated using publicly available meteorological and spatial data, and computer simulations were conducted for Lublin's hottest day on 22 July 2022. Based on these simulations, the Universal Thermal Climate Index (UTCI) was calculated. The research results indicate that people experience moderate thermal stress in unshaded areas only at 4:00 pm, while in sunny locations, they experience strong to very strong heat stress throughout the day. This article underscores the importance of computer simulations in analysing the urban microclimate and provides insights into tools that can be used in urban planning and housing estate design processes, with the aim of creating more comfortable and environmentally friendly urban environments.

Development of the specialists’ professional competence can be achieved both directly during games and a post-game analysis. Since the continuing education system must respond quickly to changes in external and internal conditions it is necessary to adapt it to new conditions. This is possible when scientific and pedagogical staff of the university is ready to the project activity. In this regard the problem of teachers training for such activities is actual one. The most effective methods of such preparedness development are game methods and, in particular, business and simulation games. There are situations of "conflict" of interest during games as in real life and teachers of different subjects must search a compromise that satisfies basic learning goals. During the game, participants consider many variants for solving certain project tasks, methods of training schemes designing. It is very important in the sphere of maritime specialists training. Participants are often faced with a lack of methodological training that is an important motivating factor for self-development and new knowledge. Business and simulations games have an aim to develop readiness of teachers to design educational systems. The paper discusses the methodological approaches to the development of conceptual designs of professional business/simulation games for seafarers and managers of maritime transport and describes a business/simulation game scenario “Ensuring the safety of maritime cargo transportation”. The problems of the game organization, a results analysis and developing measures to improve the system of training and self-improvement plans of participants are considered.
