Membership in international organizations does not fall into the category of additional engagement referred to in Article 33 para. 1 and 2 of the Act on the Exercise of the Mandate of a Deputy or and Senator. Consequently, the Deputy is not obliged to notify the Marshal of the Sejm his/her intention of becoming a member of a particular international social organization. The author notes, however, that in the case where that organization runs business activity and when membership would entail participation in its governing bodies, then such participation should be notified to the Marshal of the Sejm.

The paper studies the phenomenon of poverty in underdeveloped/third-world countries, particularly within the context and the failure of international organizations in Sub-Saharan Africa. The article analyzes that the increasing problem of poverty in the region’s countries/Africa is a replication of the failure of the organizations such as the IMF and the World Bank policies such countries. Despite some projects such as Millennium Development Goals (MDG), Sustainable Development Goals (SDG), and many more by the United Nations. Many of these programs have failed to eradicate or reduce poverty. Instead, the situation has worsened most, especially in Africa, where the rate of poverty is increasing, with several regions in the continent experiencing the worse hunger epidemic in recent times. Therefore, the research posits that the failure of international institutions, the World Bank, and IMF policies have immensely become a significant contributing factor to the poverty level in Sub-Saharan Africa.

The article discusses the importance of issues of multilateral treaties in the history of Europe since 1945. It is when a large number of international organizations were launched, including those that were regional like European Communities/European Union. The author tackles the issues of multilateral agreements between countries and international organizations and the European Union, that have been grouped according to scope. Verification of the scientist problem resulted finding that multilateral treaties are undeniable urge to regulate new areas of relationships, but they do not replace the bilateral relations between the countries. Evidenced by the increase in the number of bilateral agreements together with the increasing number of multilateral agreements.

The formation of an international organization is a process which stems from the need to act at a given time and in given conditions that occur in a specific environment. An organization is established when a group of subjects of international relations realizes the need for a fully permanent and systematic cooperation in order to implement agreed tasks and competences. Interest in such activity arises when the common need or threat is of such nature and magnitude that individual entities cannot cope with them alone, or they do it ineffectively. An international organization is not created for cyclical reasons for a short, strictly defined period of time, but for the purpose of permanent cooperation based on the mutual interests of all its members.
Powstanie organizacji międzynarodowej jest procesem, który wynika z potrzeby działania w określonym czasie i w określonych warunkach, które występują w określonym środowisku. Organizacja jest założona, gdy grupa podmiotów stosunków międzynarodowych zdaje sobie sprawę z potrzeby w pełni stałej i systematycznej współpracy w celu realizacji uzgodnionych zadań i kompetencji. Zainteresowanie taką działalnością pojawia się, gdy powszechna potrzeba lub zagrożenie mają taki charakter i wielkość, że pojedyncze podmioty nie są w stanie sobie z nimi poradzić lub robią to nieefektywnie. Organizacja międzynarodowa nie jest stworzona z powodów cyklicznych na krótki, ściśle zdefiniowany okres czasu, ale w celu stałej współpracy opartej na wzajemnych interesach wszystkich jej członków.

Nabycie członkostwa państw w organizacjach międzynarodowych uzależnione jest jedynie od ich indywidualnej i niezależnej woli. Konstytucja Rzeczypospolitej Polskiej w art. 90 wskazuje na taką możliwość, nie odnosi się jednak do procedury wystąpienia państwa członkowskiego z organizacji międzynarodowej, jego wykluczenia lub też zawieszenia uprawnień. Więź członkowska może jednak ulec ograniczeniu poprzez skuteczną procedurę zawieszenia uprawnień członkowskich. Nie jest to jednakże jedyna forma sankcjonowania zachowań państw należących do organizacji międzynarodowych, w tym także do Międzynarodowej Organizacji Lotnictwa Cywilnego. Z inicjatywy ICAO państwo członkowskie może zostać wykluczone z tej organizacji, z kolei z inicjatywy państwa członkowskiego może ono wystąpić z tej organizacji. ICAO przewiduje w swoich przepisach statutowych każdą ze wskazanych procedur, prezentując jednocześnie konkretne przyczyny wszczynania postępowań w tym przedmiocie.
The acquisition of membership of states in international organizations depends only on their individual and independent will. Article 90 of the Constitution of the Republic of Poland refers to such a possibility, but does not refer to the procedure for the withdrawal of a Member State from an international organisation, its exclusion or suspension of rights. However, the membership bond may be limited by an effective procedure for suspending membership rights. However, this is not the only form of sanctioning the behavior of states belonging to international organizations, including the International Civil Aviation Organization. At the initiative of ICAO, a Member State may be excluded from that organisation, and at the initiative of a Member State it may withdraw from that organisation. ICAO provides for each of the indicated procedures in its statutory provisions, presenting at the same time specific reasons for initiating proceedings in this regard.

Oryginalność/wartość/implikacje/rekomendacje – Jest to głos w dyskusji na temat roli i znaczenia orga-nizacji międzynarodowych dla teorii ekonomii i jej praktyki w kontekście spowalniania i przyspieszania procesów gospodarczych.
Purpose – The aim of this paper is to present the economics of international organizations which, in the practice of economic life, directly and indirectly affect the acceleration or slowdown of the world economy in the context of the evolution of globalization to the present stage of pandemization, with the separation of the special role of the EU in this regard. Research method – The following metods were used: literature studies, secondary data analysis, and the elements of comaparitve studies.Results – The necessity to strengthen the research program of the economics of international organizations was indicated in the context of the changing and complex economic world.Originality /value /implications /recommendations – It is a voice in the discussion on the role and impor-tance of international organizations for the economic theory and its practice in the context of slowingdown and accelerating economic processes.

Możliwość wystąpienia państwa z organizacji międzynarodowej to prawo do zerwania więzi członkowskiej. Odbywa się to na podstawie przepisów zawartych w akcie założycielskim. Z reguły regulacje te przewidziane są w rozdziale o członkostwie i zawierają określone etapy, których przejście staje się konieczne w celu skutecznego wycofania się. Nie są to jednak unormowania jednolite, gdyż wśród wielu statutów organizacji międzynarodowych są też takie, które w swoich postanowieniach nie zawierają regulacji, które w jakikolwiek sposób odnosiłyby się do możliwego wystąpienia. Powstaje wtedy pytanie, w jaki sposób państwo, które chce opuścić organizację, powinno to zrobić i jakie efekty przyniosą jego działania.
The possibility of withdrawing from an international organization is the right to sever the membership. It takes place on the basis of the provisions contained in the founding act. As a rule, these regulations are foreseen in the membership chapter and contain specific stages, the transition of which becomes necessary in order for effective withdrawal. However, these are not uniform regulations, because among the many statutes of international organizations there are also those that in their provisions do not contain any regulations that would refer in any way to the possible occurrence. A question then arises as to how a state that wants to leave the organization should do so and what effects its actions will bring.

The article deals with of integration processes on the post-sovet space. Consideration of the role of integration projects in the post-Soviet space allows us to make the following generalizations. From the geopolitical point of view, the Eurasian region, which basically coincides with the post-Soviet space, cannot be considered as a heterogeneous complex. In view of this, integration associations, created as region-wide in their development, meet with various kinds of problems of a functional, civilizational nature, etc. Ukraine, proceeding from the peculiarities of the geopolitical position, which is characterized by a unique use of „bridge status”, „buffer zone”, „barrier”, aims to develop an effective model of cooperation with countries of the post-Soviet space in different areas. Such cooperation develops taking into account the need to develop bilateral relations as a foreign policy priority. At the same time, not excluding multilateral cooperation models, Ukraine adheres to the principle of limiting participation in integration structures with supranational authorities. As can be seen from the analysis, integration projects based on the principles of „deep integration” are considered by Ukraine as a kind of forums for the development of mutually bene' cial contacts, usually on a bilateral basis. An alternative can be those regional formations, which are considered by Ukraine as consulting forums for discussion, solving common problems and resolving contradictions. An analysis of the geopolitical and civilizational contradictions between Ukraine and Russia leads to a clash of interests and conceptual approaches to the integration of the post-Soviet space. In this sense, Ukraine’s approaches to integration processes in the post-Soviet space have become a prerequisite for the aggravation of the Russian-Ukrainian confrontation and a factor in the escalation of the Russian-Ukrainian armed conflict. Dynamic changes in the emerging international order allow us to express a judgment about the need for further in-depth theoretical development and modeling of Ukraine’s foreign policy activities in the context of our state’s participation in integration processes at the regional and global levels. At the same time, emphasis should be placed on a comprehensive analysis of the geopolitical aspirations of the countries of the region and actors of global politics.

The methodological, organizational and managerial problems concerning the global environmental policy were represented in the paper. The peculiarities of implementation of global environmental policy in the European Union and Ukraine were analyzed and on the basis of this analysis the content and structure of the policy were structured. The attention was focused on institutional characteristics and factors of development of global environmental policy and its innovative potential in the framework of implementing the green economy and sustainable regional development priorities. Threats and opportunities of global environmental policy in the context of regional nature management and protection of natural resources and corporate responsibility and corporate governance were researched. The wide range of international organizations as part of global environmental policy was reviewed. Thesis about institutional imperfection of international environmental policy in Ukraine (the so-called "vacuum of institutions") was grounded. The ways of the organizational and managerial solutions to the identified problems were represented.

Członkostwo państw w organizacji międzynarodowej może zostać ograniczone za pośrednictwem procedury zawieszenia, może być też zakończone poprzez wystąpienie państwa członkowskiego lub też jego wykluczenie. Na gruncie postanowień statutowych Rady Europy każda z wyżej wskazanych procedur została prawnie uregulowana. Aktualnym przykładem państwa członkowskiego, które zostało zawieszone w swoich uprawnieniach, a w następnej kolejności wykluczone jest Rosja, która dokonała aktu agresji na Ukrainie 25 lutego 2022 r. Państwo to zdecydowało również o uruchomieniu procedury wystąpienia z Rady Europy, chcąc zapobiec późniejszemu wykluczeniu, jednak postępowanie o wykluczenie zostało natychmiastowo przeprowadzone, przez co Federacja Rosyjska nie zdążyła skutecznie wystąpić z Rady Europy.
Membership of states in an international organization may be limited through a suspension procedure, or it may be terminated by the withdrawal of a member state or its exclusion. Pursuant to the statutory provisions of the Council of Europe, each of the above-mentioned procedures has been legally regulated. The current example of a member state that has been suspended in its powers and then excluded is Russia, which committed an act of aggression in Ukraine on February 25, 2022. The country also decided to initiate the withdrawal procedure from the Council of Europe in order to prevent a later exclusion, but the exclusion procedure was immediately carried out, which prevented the Russian Federation from successfully withdrawing from the Council of Europe.

The article describes the ITB international cooperation. It characterizes couple of international organizations with whom the Institute cooperates as well as the ITB standardization activity in CEN and ISO. This article provides information concerning the participation of ITB experts in international conferences and meetings, the ITB involvement in EU projects, number of international delegates in the Institute and foreign publications of ITB experts.
