Opis:
A review of European housing developments over the past 100 years shows that these buildings have consistently been in line with the current artistic, architectural and social trends. Their quality and standard always resulted from economic conditions. That is also true today. It should also be noted that the split and division of Europe to the east and west (existing in the 20th century) has almost completely disappeared. The tendencies of globalization lead to the emergence of buildings entirely outside the context of location. Their architectural forms are subject to unify and branch of from local traditions. This is supported by the global architecture market, with developers realizing their projects almost everywhere in the world. Today’s multi-family residential buildings are expected to astound recipients. This leads to the formation of “strange” mind-blowing realizations. The next few years will bring more surprises. It is therefore impossible to point out one leading aesthetic tendency, because it is now replaced by impossible to define diversity.

From 1945 to 1991 development of housing construction in the Ukraine and in Russia was similar in style and consisted of 4 stages related to political changes. After separation the differences in the spatial image became clearer. According to the statistical information we will see more differences in housing architecture, but in principal in this stage the development of housing is still close.
Od 1945 do 1991 roku w przebiegającym równolegle rozwoju mieszkalnictwa na Ukrainie i w Rosji można wydzielić 4 etapy powiązane ze zmianami w politycznych wartościach państwa. Po rozpadzie ZSRR i osiągnięciu niezależności państw, mieszkania Ukrainy i Rosji zaczynają się różnić bardziej. Opierając się na prognozach statystycznych, spodziewamy się pojawienia nowych lokalnych zjawisk społecznych i przestrzennych.

W Gdańsku następują szybkie i znaczące zmiany, prowadzone są liczne inwestycje, sprawy komunalnego mieszkalnictwa zeszły na dalszy plan. Miasto prowadzi wiele działań o sztandarowym charakterze i strategicznym znaczeniu, głównie w związku z Euro 2012. Działalność w sferze budownictwa mieszkaniowego prowadzą więc wyłącznie deweloperzy i indywidualni inwestorzy. Działania te nie wpływają na poprawę stanu technicznego zasobów komunalnych i nie rozwiązują problemu ich dotyczących. Zagadnienia związane z rewitalizacją komunalnej substancji zabudowy mieszkaniowej, pomimo iż stanowią poważny problem dla „miasta”, są drugoplanowe w porównaniu z wielkimi przedsięwzięciami o międzynarodowym znaczeniu. Cały wysiłek finansowy i organizacyjny władz miasta skupia się na realizacji obiektów sportowych, usługowych oraz infrastruktury. Zespoły zabudowy komunalnej, położone w atrakcyjnych rejonach Gdańska, mają znaczący potencjał, ich lokalizacja wskazuje na możliwość pełnienia przez nie, prócz mieszkalnej, również funkcji wspomagającej zaplecze między- narodowej imprezy. Rejony te, dzięki szczególnym walorom historycznym i krajobrazowym, mogą stać się atrakcją turystyczną. Biskupia Górka jest w szczególnej sytuacji. Zespół historycznej zabudowy komunalnej znajduje się w bezpośrednim sąsiedztwie starówki, w pobliżu urzędów i miejsc o znaczeniu ponadlokalnym, jednakże szereg uwarunkowań ma wpływ na ograniczanie możliwości kompleksowej rewitalizacji i na trudną sytuację dzielnicy w mieście. Uwarunkowania i ograniczenia dotyczące podobnych przedsięwzięć są niezmiernie zróżnicowanie i zależą od struktury własności lokali, przez warunki techniczne i infrastrukturę techniczną, aż po uwarunkowania społeczne. Przedstawiony tekst podejmuje próbę odpowiedzi, jakie są podstawowe ograniczenia i trudności obszaru Biskupiej Górki w Gdańsku oraz jakie działania mogą zostać podjęte, by czas zmian dla miasta stał się również okresem przemian w substancji historycznej zabudowy mieszkaniowej, stanowiącej w znacznej części własność gminy.
In Gdansk there are rapid and significant changes followed by a number of investments and the issues concerning municipal housing have receded into the background. The city conducts many activities of a leading character and strategic importance, especially in connection with the Euro 2012. Therefore, the activities in the sphere of house- building industry are conducted only by developers and individual investors. These actions do not affect the improvement of the technical condition of residential buildings and do not resolve the issue concerning them. Even though the issues related to the revitalization of municipal infrastructure of residential buildings are a serious problem for the “city”, they are secondary issues as compared with great projects of the international importance. The enti- re financial and organizational effort of the city authorities focuses on building sports and service facilities and the infrastructure.The complexes of municipal buildings located in attractive areas of Gdansk, have considerable potential; in addition to residential function, their location indicates that they can also support the background of an international event. These areas, owing to particular historical and landscape values, may become a tourist attraction. Biskupia Górka is in a particular situation. The complex of historical municipal buildings is in the immediate vicinity of the old Town, near the offices and places of more than local importance. However, a number of conditions limits the possibility of a comprehensive revitalization and a difficult situation of the area in the city. conditions and restrictions are extremely diversified and depend on the structure of ownership of the premises, through technical conditions and technological infrastructure to social conditions. The text is an attempt to answer what are the main limitations and difficulties, and what measures can be taken to ensure that the time of changes in the city is also a period of change in the infrastructure of historical residential buildings, which is in large part owned by the municipality.

The article presents an analysis and evaluation of housing policy instruments, with particular focus on, the program “Family on its own” implemented in Poland in recent years. It is worth to mention that the government eventually led to the total extinction of the program and replaced it with other tools. The question is whether it happened on financial basis, or the decision was made because of its mediocre results, otherwise costly program. Finally, an interesting element here seems to be the matter of spreading the information about the program, especially the fact that initially the media did not show particular attention to it. Undoubtedly valuable source of analysis of this subject, in addition to selected, professional books and reviewed papers, reports and analyzes. In addition some network resources, and newspaper articles will help to follow the ongoing debate and help to conduct an accurate analysis of this question.

In the article the specificity of development of Gdańsk suburban villages is considered. The data from recent years concerning demographic changes in communes will be analysed. The analysis of four selected  villages will show the settlement changes and contemporary non-rural types of buildings. Spatial processes, which in terms of an extensive rural economy have already led to the change and depreciation of qualities of their current order and landscape, will be described.

Opis:
Residential housing developments built using the prefabricated method during the 1970s undoubtedly have their very own specificities. There exists a wide variety of opinions of the housing developments themselves, as well as of their social condition. The aim of this article is to identify residents' relationships with the residential housing development territory and to demonstrate the variety of those relationships as conditioned by various types of spatial planning. Various planning elements were taken in to account: building layout, green spaces, and recreational grounds. Residents' relationships with the territory are conveyed by individual residents' evaluations of their residential housing development (housing development evaluation, feelings of belonging) and external manifestations of attachment to the development (local involvement). The described topics are demonstrated using the examples of 4 residential housing developments in Warsaw.

Residential buildings provide a very important, if not crucial, element of the human living environment. They also constitute one of the basic urban development forms. Therefore, the way housing development is designed bears consequences, including those in the field of sustainable development and climate change, for the entire urban body. Both at the EU, national and local level, decision-makers undertake a number of activities by setting standards for designing cities that take into account the requirements of sustainable development and climate responsible activities. The following paper focuses on selected documents developed for Warsaw in the last few years, in which the importance of the abovementioned issues is emphasized. The analyzed documents set regulations and standards for planning the city, including the design of buildings and housing estates. Document records are analyzed through the prism of sustainable and pro-climate design criteria. The present paper is aimed at specifying guidelines intended for architects, according to which new sustainable housing developments should be designed. Moreover, attempts to evaluate the above guidelines in relation to determinants of the designers’ work are made in the present article.
