Celem niniejszego opracowania jest prezentacja i ocena rozwiązań jednego z kluczowych elementów systemu zabezpieczenia społecznego w Polsce – zaopatrzenia emerytalnego służb mundurowych, na tle rozwiązań funkcjonujących w ramach powszechnego systemu ubezpieczenia emerytalnego. W opracowaniu uwzględniono problematykę genezy i ewolucji owego zaopatrzenia, jego zakresu przedmiotowego oraz zasad organizacji i finansowania. Ukazano w nim także związki wskazanego systemu świadczeń z powszechnym systemem emerytalnym, a także odmienności, jakie występują pomiędzy tymi systemami. Dokonano także generalnej oceny rozwiązań w zakresie zaopatrzenia emerytalnego służb mundurowych po zmianach dokonanych przez ustawodawcę polskiego w tym zakresie w 2012 r.
The aim of this study is to present solutions to one of the key elements of the social security system in Poland – retirement pension uniformed services, including its scope: 1) supply pension professional soldiers and their families, as well as 2) supply of pension services militarized and their families. The study takes into account the problems of the genesis and evolution of this supply, its scope, organization and financing. It also depicts the relationships of the system indicated the benefits of the general social security scheme, as well as the differences that exist between these systems. There has also been a general evaluation of solutions for retirement pension uniformed services after the changes made by the Polish legislature in this regard in 2012.

This paper sets out to identify the key elements of Polish social structure that are critical to the manpower of the Polish Armed Forces. So far, there has been little discussion, in either the literature or ongoing public polemics, regarding the dependence of the Armed Forces on the shape of the social structure in the context of ensuring state security.This work is predominantly based on the analysis of available literature: scientific articles, legal acts and the results from the survey research conducted by specialised institutions, in particular, Polish Central Statistical Office. On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. The present state is below the expectations and needs of the Polish Army, mainly due to the lack of young people with special technical education. The earnings in the private sector by far outweigh the remuneration levels offered in the military, which effectively deters young people from undertaking service for the benefit of state security.On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. The aim of the article is to present the importance of social security and to show the role it plays in shaping the national security of the Republic of Poland. The publication also shows the social and psychosocial risks posed by modern pathologies. This also addresses the threat posed by demographic problems. The data of the Central Statistical Office and materials published in this matter were analyzed. Social threats and their impact on state security have been shown. In addition, the most important challenges facing Poland are discussed in order to ensure the safe existence of citizens. Celem artykułu jest przedstawienie znaczenia bezpieczeństwa społecznego oraz pokazanie roli, jaką odgrywa ono w kształtowaniu bezpieczeństwa narodowego Rzeczypospolitej Polskiej. Publikacja pokazuje również zagrożenia społeczne i psychospołeczne wywoływane przez współczesne patologie. Omówiono tu także zagrożenie powstałe w wyniku problemów demograficznych. Przeanalizowano dane Głównego Urzędu Statystycznego i materiały opublikowane w tej sprawie. Ukazano zagrożenia społeczne i ich wpływ na bezpieczeństwo państwa. Ponadto omówiono najważ- niejsze wyzwania stojące przed Polską w celu zapewnienia bezpiecznej egzystencji obywateli. Autor wskazuje na możliwe konsekwencje i ryzyko przedstawionych tu zagrożeń dla kraju.

W artykule przeanalizowano ogólne znaczenie dodatkowego zabezpieczenia emerytalnego w Niemczech realizowanego w formie systemów zakładowych lub prywatnych na podstawie opracowania „Altersicherung in Deutschland 2015” (ASID 2015) oraz „Verbreitung der Altersvorsorge 2015”, poświęcając szczególną uwagę adekwatności tych systemów. Adekwatność zdefiniowano przy tym jako utrzymanie odpowiedniego standardu życia w podeszłym wieku i rozpatrzono w kontekście poziomu zabezpieczenia w powszechnym systemie emerytalnym (GRV), który w ramach reform ostatnich lat i dziesięcioleci obniżono w odpowiedzi na zmiany demograficzne.
Analysed in the article is the general significance of additional pension support in Germany as manifest in the workplace and private pension systems as presented in „Altersicherung in Deutschland 2015” (ASID 2015) and „Verbreitung der Altersvorsorge 2015,” with especial attention being directed toward the adequacy of these systems. Here ‘adequacy’ is defined as the ability to maintain an appropriate standard of living in old age and this is examined within the context of the level of financial support offered in the mainstream (state) retirement pension system (GRV), which within the framework of the reforms of recent years and decades has reduced as a response to demographic changes.

Opis:
Social risks are an unusual type of risks occurring in insurance. Their specific feature is the implementation of risk in the sphere of social life of a person with special regard to the work environment. Social risks are an element of research in economics and law and in social policy. The author of the paper shows that the structure of the Polish social insurance system is not optimal and requires radical reform. This paper contains, among others, characteristics of the scope of protection of social risks identified in Poland by Social Security Administration and the basis for financing benefits from this system. The summary of the paper presents opinions on improving the financial efficiency of this system.

The present day Internet provides a wide range of services users can benefit from. Some of the services require gathering, processing and presenting data that come from many users in order to deliver additional information. The suitable example can be social networking service. The more valuable data it stores and processes, the more profitable it can become. Users’ personal data can constitute significant value. One of the issues of social networking is storing and processing data by only one entity. Users cannot choose the most suitable security policy because there is only one provided for certain social network. Being part of it, means accepting the risk of unauthorized data distribution and data leakage because of application vulnerabilities. This paper presents new architecture of social network, which provides mechanisms for dividing data between more than one entity and combining independent data repositories in order to deliver one social network with clearly defined interfaces used to connect new data sources.

Interdisciplinarity is one of the basic postulates of modern scientific research. This postulate is of major significance for security studies. The relationship between security and management is given particular emphasis, as the achievements in the discipline of management and quality sciences are important for security studies. Many factors that directly require management affect the level of security. The paper strives to point to the fact that the construction and application of strategies in the area of human resources management can have a significant impact on improving the social subsystem, and, therefore, have a much better influence on the management of the system of national security.

The aim of the article is to present expectations and attitudes of Polish society towards the retirement age. The problem is crucial due to dynamic ageing of population. The research was conducted on a national research sample with calculations based on stratified quota sampling. The research was conducted in 2019 on a sample of n = 2088 respondents. Despite the ageing population, the majority of respondents believe that the age entitling to retirement benefits should not be higher than 60 years for women and 65 for men. Residents of larger cities and respondents with higher earnings supported a higher retirement age. Respondents stated that the most significant factor influencing the amount of retirement benefits is job seniority and the amount of contributions to retirement pension schemes, not the condition of Polish and world economy. The presented results are extremely important for current and future rulers due to the design of changes in the scope of retirement benefits.
Celem artykułu jest przedstawienie oczekiwań i postaw społeczeństwa polskiego wobec wieku emerytalnego. Problem jest istotny ze względu na dynamiczne starzenie się populacji. Badania przeprowadzono na ogólnopolskiej próbie badawczej, opartej o dobór kwotowo-warstwowy. Badanie przeprowadzono w 2019 roku na próbie n = 2088 respondentów. Mimo starzenia się społeczeństwa większość respondentów uznała, że wiek uprawniający do emerytury nie powinien przekraczać 60 lat dla kobiet i 65 lat dla mężczyzn. Mieszkańcy większych miast i respondenci o wyższych zarobkach opowiadali się za wyższym wiekiem emerytalnym. Respondenci wskazywali, że najważniejszym czynnikiem wpływającym na wysokość świadczeń emerytalnych jest staż pracy i wysokość składek na emerytury, a nie stan gospodarki polskiej i światowej. Przedstawione wyniki są niezwykle istotne dla obecnych i przyszłych rządzących ze względu na projektowanie zmian w zakresie świadczeń emerytalnych.

The subject of this study is to analyze the legal arrangements for indexation of social security benefits. Now indexation is a legal and economic formal adjustment mechanism specified by the law, aimed at maintaining the real value of cash benefits performed annually and based on inflation rate, less frequently on the rate of payroll. It is provided for all the entitled persons and has a rather broad scope, including the provision of short and long term benefits. The paper provides the analysis of the nature of rights to indexation of cash benefits taking into account their legal guarantees. Functions of indexation affect the universality of its application, which entails significant financial implications for the state budget. Thus, the aim of this paper is also to discuss the issue of financing indexation.

Proces wystąpienia Zjednoczonego Królestwa Wielkiej Brytanii i Irlandii Północnej z Unii Europejskiej (Brexit) przyniesie różne konsekwencje dla mieszkających tam Polaków. Prawa, z których nasi obywatele korzystają, niestety nie posiadają statusu „praw nabytych” w rozumieniu prawa międzynarodowego. Dlatego są przedmiotem negocjacji w ramach tego procesu. Celem opracowania jest syntetyczne przedstawienie obecnego stanu brytyjskiego systemu zabezpieczenia społecznego w odniesieniu do świadczeń emerytalnych Polaków. Brak porozumienia w zakresie zabezpieczenia społecznego w procesie negocjacji będzie miał negatywne konsekwencje dla Polaków przebywających w Wielkiej Brytanii. Istnieją jednak podstawy do ostrożnego optymizmu w kwestii gwarancji utrzymania posiadania omawianych praw.
Withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union (Brexit) will defifi nitely bring various consequences for the Poles residing there. Rights, which they currently enjoy, are a subject of the Brexit negotiations, especially as they do not possess the status of ‘acquired rights’ under international law. It is therefore worthwhile to analyse the situation of Poles in the United Kingdom from the point of view of their social rights in particular, including their rights with a long-time perspective, e.g. in the respect of pensions. The article synthetically presents therefore the current state of the British pension system in this context. It is being published at a time, when the results of the negotiations in question can’t yet be foreseen. However, it may already be stated, that a lack of withdrawal agreement would be their one defifi nitely negative result, and that there are grounds for cautious optimism as to the guarantees of preservation of the said rights.

W debacie publicznej dość często występującym problemem jest rola i zakres działań państwa w obszarze bezpieczeństwa społecznego. Związane to jest zarówno z postawą obywateli, jak i wykorzystywaniem haseł społecznych, szczególnie w kampaniach wyborczych. Można wręcz powiedzieć, że w trakcie walki wyborczej następuje pewnego rodzaju wyścig polegający na tym, które obietnice socjalne trafią do przekonania wyborców, dzięki czemu polityk/partia polityczna osiągnie sukces wyborczy. Tym samym, odwołując się do hasła bezpieczeństwa społecznego, manipuluje się danymi ekonomicznymi, ale przede wszystkim pozostawia się poza sferą refleksji wpływ obietnic wyborczych ze sfery społecznej (zazwyczaj zawężanej do socjalnej) na ewolucję systemu politycznego. Niewątpliwie jest on znaczny i bardzo często lekceważony, czego przykładem może być Rzeczpospolita Polska po 2015 roku.
The role and scope of the state’s activities in the field of social security are quite often problematic. This is related both to the attitude of citizens and to the use of social slogans, particularly in election campaigns. One could say that the electoral struggle is a kind of race, in which the winner is the politician or party whose promises are best suited to their voters. In order to address social security, politicians manipulate economic data. But above all, the influence of electoral promises (usually narrowed down to matters of welfare) on the evolution of the political system is not considered, despite the fact that this influence is considerable and very often neglected, as exemplified by the situation in the Republic of Poland after 2015.

Treść artykułu podejmuje problematykę zasadności podniesienia wieku emerytalnego w Polsce w kontekście starzenia się społeczeństwa oraz koncepcji bezpieczeństwa socjalnego. System zabezpieczenia społecznego ma bowiem za zadanie gwarantować obywatelom poczucie bezpieczeństwa socjalnego. Wydaje się to szczególnie ważne w sytuacji, w której system emerytalny w dużym stopniu uwrażliwiony jest na zmiany demograficzne, a sytuacja demograficzna w społeczeństwie nie jest korzystna.
The article content takes the issue merits of raising the retirement age in Poland in the context of an aging society and the concept of social security. The social security system has the aim to guarantee citizens a sense of social security. This is particularly important when the pension scheme is highly sensitized to demographic changes and the demographic situation in society is not favorable.

Opis:
Z systemem społecznym jest podobnie jak z ludzkim organizmem. Złożony jest z wielu wyspecjalizowanych podsystemów, z których każdy pełni określone funkcje, a osła-bienie choćby jednego z nich, wpływa na kondycję całości. Globalne przemiany współcze-snego świata, które charakteryzują się homogenizacją systemów państwowych (szczegól-nie na wzór zachodni), stanowią poważne wyzwanie dla systemów narodowych i wpływają na wzrost znaczenia zagadnienia bezpieczeństwa narodowego. Konflikt między nowocze-snymi wartościami, a tradycjami narodowymi, regionalizacja, która poniekąd wymusza przedkładanie dobra wspólnoty nad interes państwa, wzrastający wpływ ponadnarodowych korporacji i nasilone ruchy migracyjne, to niektóre z problemów tworzących zapotrzebowanie na istnienie systemu bezpieczeństwa narodowego. Zatem w świetle teorii Talcotta Parsonsa dokonuję analizy mechanizmów Polskiego Systemu Bezpieczeństwa Narodowego, którego zadaniem jest utrzymanie zarówno zewnętrznego, jak i wewnętrznego bezpieczeństwa państwa, zwiększanie jego potencjału gospodarczego i zachowanie autonomii kulturowej, co wpływa na utrzymanie stabilności i ciągłości całego systemu państwa.
Social system can be compared to human organism. It consists of certain special-ized subsystems, and each of them has its own function. Weakening of even one of them can negatively affect the whole of it. Global changes of contemporary world, which are char-acterized by homogenization of the state systems (especially in the Western manner), pose a serious challenge for national systems, and influence the importance of a subject of na-tional security. The conflict between modern and national values, regionalisation, which in some way forces propounding the community welfare over the national interests, increasing influence of transnational corporations and intensive migration flows, are some of the prob-lems that create the need for existence of national security system. Thus, according to Tal-cott Parsons theory of social systems, I will analyze the effectiveness of National Security Strategy of the Republic of Poland, which role is to maintain the external and internal securi-ty of the state, increase its economic potential and cultural autonomy – all of which are re-sponsible for stability and continuity of a whole state system.
