The purpose of the article is reflection about the place of the housing security in the system of social security in contemporary Poland. The author put up a thesis that with the civilization development of the Polish society, social policy in Poland should gradually tend to extension of guarantees of the minimal level of social security, in this to extension of scope of public guarantees of housing security for the ecomically marginalized households. W latach 2014-2015 Ukraina stanęła przed koniecznością przeprowadzenia głębokich reform gospodarczych według scenariusza Międzynarodowego Funduszu Walutowego. Można się spodziewać, że część z nich doprowadzi do redukcji zatrudnienia i zmiany jego struktury. Ukraina jak dotąd dysponuje dobrze funkcjonującym systemem ubezpieczeń na wypadek bezrobocia. Do tej pory bezrobocie kształtowało się jednak na niskim poziomie. W naturalny sposób rodzą się pytania, czy ten system sprawdzi się w warunkach prognozowanego wzrostu bezrobocia, a także, jakie zmiany w nim należałoby rozważyć. Jest to kwestia istotna ze względu na społeczne skutki planowanych reform oraz możliwość uzyskania społecznej akceptacji dla ich kontynuacji.
In 2014 and 2015 Ukraine was required to implement thorough economic reforms, according to the scenario by International Monetary Fund. One could expect that some of them will lead to decrease in employment and change its structure. Ukraine has had a thriving employment insurance system. However, the employment rates used to be rather low. A natural question is, will this system withstand in highly probable conditions of growing unemployment and what kind of improvement changes should be regarded in this extent. It seems to be an important issue as the reforms are going to affect social conditions and their outcome may rely on general social acceptance.

Opis:
Celem artykułu jest klasyfikacja systemów zabezpieczenia społecznego osób niepełnosprawnych w państwach Unii Europejskiej z uwzględnieniem polskiego systemu zabezpieczenia społecznego na tle krajów Wspólnoty. Do oceny wykorzystano wybrane wskaźniki ekonomiczne, takie jak: udział wydatków na osoby z niepełnosprawnością w ogóle wydatków socjalnych i PKB państwa oraz wydatki na osoby niepełnosprawne per capita. Analizy wybranych państw dokonano głównie na podstawie dokumentów opublikowanych przez Komisję Europejską. Zakres czasowy badań to lata 2009–2016. Na podstawie przeprowadzonej klasyfikacji stwierdzono, że polski system zabezpieczenia społecznego zalicza się do średnio zaawansowanych. Do państw z wysoko rozwiniętym systemem zabezpieczenia społecznego osób niepełnosprawnych zaliczono między innymi kraje skandynawskie (Dania, Szwecja, Finlandia). Do państw z nisko zaawansowanym systemem zabezpieczenia społecznego osób niepełnosprawnych zaliczono między innymi Maltę i Cypr.
The aim of this article is to classify the security systems for disabled people within the European Union in relation to the Polish social security system in light of other European Union countries. The results were based on economic indicators such as: the role of expenses for disabled people within the overall national social expenses and GDP as well as the expenses for people with disability per capita. The analysis of the chosen countries took place mostly based on documents published by the European commission. The time period included the years 2009–2016. Based on the classification which has been carried out it has been concluded that the Polish social security system can be considered mid‑advanced. The countries which were considered to have a highly developed social security system for people with disability included mostly Scandinavian countries (Switzerland, Finland, Denmark). Countries with the lowest advancement rate for their social security system for people with disability included, among others, Cyprus and Malta.

Opis:
Bezpieczeństwo emerytalne jest jednym z elementów bezpieczeństwa socjalnego. Zmiany demograficzne spowodowały konieczność zmian w systemie emerytur. Zreformowany system emerytalny opiera się na trzech filarach, jednakże filar trzeci, bazujący na dobrowolnych oszczędnościach, ma znacznie mniejsze znaczenie, niż oczekiwano. Brak jest nie tylko zainteresowania, ale także warunków do korzystania z tego filara. Warunki niezbędne tkwią przede wszystkim w pieniądzu, jego psuciu i braku instytucjonalnej możliwości trwałego wzrostu oszczędności, co może skłonić do systematycznego oszczędzania na emeryturę. Dlatego stosunek pierwszej emerytury do ostatniej pensji może być znacznie niższy, niż to następowało w poprzednim systemie czy też mogłoby wynikać z ekonomicznego modelu permanentnego dochodu. Konieczne jest pobudzenie prywatnych oszczędności na emeryturę. Zdaniem autorów warunkiem koniecznym jest stabilizacja pieniądza i trwały wzrost gospodarczy.
Security of retirement system is one of the elements of social security system. Demographic changes have necessitated changes in the pension system. The reformed pension system is based on three pillars, but the third one, based on voluntary savings is of much less importance than expected. There is no interest but the conditions for the use of this pillar. Conditions necessary lie primarily in cash, its deterioration and lack of institutional capacity for stable growth of savings. There is no interest in the public but there are no conditions for the use of this pillar. However, the ratio of the first pension to last salary may be much lower than it was in the previous system. It is expected that this ration is far away from theoretical model of permanent income hypothesis. It is therefore necessary to stimulate private savings for retirement. According to the authors it is a necessity to keep stabilization of monetary system that will make constant the purchasing power of money in the long term. The second necessary condition is institutional possibility to sure constant and relatively high growth of investments.

Dynamiczne zmiany o charakterze społecznym i ekonomicznym mają również wpływ na obszary zabezpieczenia społecznego, w tym na system emerytalny. Pogarszająca się sytuacja demograficzna w Polsce (starzenie się społeczeństwa i niska dzietność), zachowanie wypłacalności finansowej i zapewnienie adekwatności świadczeń to główne wyzwania, przed którymi stoi system emerytalny. Celem niniejszego artykułu jest wskazanie wybranych uwarunkowań funkcjonowania systemu emerytalnego wynikających z reformy systemu ubezpieczeń społecznych, filarowości systemu emerytalnego, przesłanek demograficzno-społecznych i ekonomicznych.
Dynamic changes of social and economic nature also affect social security areas, including the pension system. The deteriorating demographic situation in Poland (aging population and low birth rates), maintaining financial solvency and ensuring the adequacy of benefits are the main challenges faced by the pension system. The purpose of this thesis is to discuss selected conditions for the functioning of the pension system resulting from the reform of the social security system, pension system pillars, demographic, social and economic conditions.

The subject of this study is to analyze the legal arrangements for indexation of social security benefits. Now indexation is a legal and economic formal adjustment mechanism specified by the law, aimed at maintaining the real value of cash benefits performed annually and based on inflation rate, less frequently on the rate of payroll. It is provided for all the entitled persons and has a rather broad scope, including the provision of short and long term benefits. The paper provides the analysis of the nature of rights to indexation of cash benefits taking into account their legal guarantees. Functions of indexation affect the universality of its application, which entails significant financial implications for the state budget. Thus, the aim of this paper is also to discuss the issue of financing indexation.

Opis:
The paper’s objective is to provide a historical account of the most important changes in two aspects of Hungarian healthcare: financing and provision. It will be shown that after a promising start to the necessary post-communist reforms, a complete reversal took place after 2010. The separation between financing and provision ended. By 2017, the Ministry of the Economy – like the Planning Office under the socialist system – has regained absolute control over the entire healthcare sector, including both financing and provision. Even the Ministry of Health ceased to exist in 2010.
W artykule zaprezentowano historyczny bilans najważniejszych zmian w dwóch sferach opieki zdrowotnej na Węgrzech: finansowania i świadczenia usług. Wykazano, że po obiecującym starcie reform koniecznych w okresie wychodzenia z komunizmu po 2010 r. nastąpiła całkowita zmiana kierunku działań. Podział na płatnika i świadczeniodawcę zakończył się. W 2017 r. Ministerstwo Gospodarki – podobnie jak Biuro Planowania w systemie socjalistycznym – odzyskało pełną kontrolę nad całym sektorem opieki zdrowotnej, czyli zarówno w sferze finansowania, jak i świadczenia usług. Ministerstwo Zdrowia jako takie przestało istnieć w 2010 r.

W debacie publicznej dość często występującym problemem jest rola i zakres działań państwa w obszarze bezpieczeństwa społecznego. Związane to jest zarówno z postawą obywateli, jak i wykorzystywaniem haseł społecznych, szczególnie w kampaniach wyborczych. Można wręcz powiedzieć, że w trakcie walki wyborczej następuje pewnego rodzaju wyścig polegający na tym, które obietnice socjalne trafią do przekonania wyborców, dzięki czemu polityk/partia polityczna osiągnie sukces wyborczy. Tym samym, odwołując się do hasła bezpieczeństwa społecznego, manipuluje się danymi ekonomicznymi, ale przede wszystkim pozostawia się poza sferą refleksji wpływ obietnic wyborczych ze sfery społecznej (zazwyczaj zawężanej do socjalnej) na ewolucję systemu politycznego. Niewątpliwie jest on znaczny i bardzo często lekceważony, czego przykładem może być Rzeczpospolita Polska po 2015 roku.
The role and scope of the state’s activities in the field of social security are quite often problematic. This is related both to the attitude of citizens and to the use of social slogans, particularly in election campaigns. One could say that the electoral struggle is a kind of race, in which the winner is the politician or party whose promises are best suited to their voters. In order to address social security, politicians manipulate economic data. But above all, the influence of electoral promises (usually narrowed down to matters of welfare) on the evolution of the political system is not considered, despite the fact that this influence is considerable and very often neglected, as exemplified by the situation in the Republic of Poland after 2015.

This paper explores the social dimension of security concerning public broadcasters in Poland and in Italy. Public broadcasters are obliged to design their content around a mission. This is a requirement under national regulations on state security. Społeczeństwo austriackie jest starzejącym się społeczeństwem. Starość nie zawsze oznacza niesamodzielność, jednak, ryzyko niepełnosprawności i uzależnienia od pomocy innych wzrasta wraz z wiekiem. Ponadto, osoby starsze często doświadczają wielu chorób. Wysokiej jakości usługi opieki długoterminowej mogą pomóc słabym i niedołężnym starszym osobom w zachowaniu większej życiowej autonomii i uczestnictwa w społeczeństwie, niezależnie od ich kondycji. Celem tego artykułu jest analiza prawnych, instytucjonalnych i praktycznych rozwiązań w dziedzinie systemu opieki długoterminowej funkcjonującej w Austrii. Należy podkreślić, że Austria dąży do rozwijania usług opartych na modelu społecznym i paradygmacie niezależnego życia. Analiza rozwiązań prawnych wskazuje, że system opieki długoterminowej w Austrii jest bardzo złożony. Rozwiązania instytucjonalne są podzielone między poziomem federalnym a dziewięcioma stanami federalnymi. Z jednej strony prowadzi to do decentralizacji i skuteczniejszej pomocy dla osób starszych, ale z drugiej strony powoduje dyfuzję i niejednorodność norm.
Austrian society is an ageing society. Old age does not always mean dependence. However, the risk of disability and dependence increases with age. In addition, older people often experience multi-disease. High-quality long-term care services can help frail and dependent elderly on maintaining greater autonomy and participation in society, regardless of their condition. The aim of the article is to analyze legal, institutional and practical solutions in the field of long-term care system functioning in Austria. It should be emphasized that Austria is striving to develop services based on a social model and an independent life paradigm. Analysis of legal solutions indicates that the long-term care system in Austria is very complex. Institutional solutions are divided between the federal level and nine federal states. On the one hand, this results in decentralization and more effective help for the elderly, but on the other hand, it causes the diffusion and heterogeneity of standards.

The article contains the comparative analysis of functioning of public funds of the social insurance in Poland. It turns out that significant disproportions exist in amounts of contributions paid by policy holders into ZUS and the KRUS. Unfortunately, an introduced reform of the insurance plan does not get rid of these irregularities. According to the author, it would be essential to include numerous group of farmers into the universal system. It should be an effect of taken action: increasing income to FUS, lowering the amount of transferred subsidies to the fund from the state budget, the efficiency rise of the farm labour, the rise of average size of agricultural farm and curbing the "hidden unemployment" in the farming. 145-152

The system of the social security is the law which has a constitutional established position in Poland as well as finds numerous connections to the files of international law. Old “Euro-orphans”? Migration of Adult Children and Social Security of Their Elderly Parents

Opis:
One of the broadly discussed issues, in particular in societies with poor infrastructure of formal care of dependent people (i.e. Poland), is the effect of the ageing process on the efficiency of informal care of the elderly by family members, friends, neighbors, and local communities. The complex situation of elderly care resulting from dropping fertility is further complicated when the emigration rate is high in a given country, such as Poland. The problem is often conceptualized in terms of moral panic. It needs to be emphasized that intergenerational transfers are not unidirectional and not always necessary, as exemplified by parents often helping their children working abroad, and not all elderly parents need care. In this article, I will emphasize the point of view of the parents of migrants, by focusing on the functioning of the transnational system of social security that consists of different actors (migrating and relatively immobile) in both sending and receiving societies. Quantitative and qualitative data from the field studies carried out from 2010–2012 will be used for the purpose of this text.

Opis:
Since the beginning of 1999 a fundamental reorganization of the social security system was introduced, which has substantially changed the existing mechanisms of its functioning. Within this reform a situation of the main social security performer, The Social Security Institution, had undergone a great changement in executive as well as organizational and legal form. As a consequence of the above mentioned rarely commented on and considered outcomes have appeared and determined further functioning of the Institution. Filling this gap, hereby the author takes upon a subject of the transformation of The Social Security Institution into the state administration body, equipped with legal personality, as well as issues related to the “transfer” of the employees of the state administration into the new unit, and endowment of the newly formed entity with possessions. He also does not leave unmentioned the subject of the liability and legal responsibility for the predecessor. The situation of the Institution as a legal successor of social insurance institutions, operating sine 1950, and as a successor of the further organizational units competent in the matters of pensions and annuities was also discussed. The author analyzes the organizationally and legally transformed institution, and puts a big emphasis on its legal status as a legal personality, introducing a conclusion by mentioning that the Social Security Institution is primarily a state organization unit and only then a legal personality and that its dualistic character can favourably affect the fulfillment of its statutory assigned tasks.
