The mining activities induces the growth should be a holistic notion that encompasses the progressive development in the quality of individual’s life in terms of food, clothing and shelter and the environment for a healthy living with rising longevity of life and happiness. In West Bengal the development process reveals the indications and effects of widening inequalities between the “haves‟ and “have-nots‟ and the growing deprivation of the vulnerable and marginalized sectors of the population. There are very small trickle down effects of the economic development associated with this model of growth. But when it is necessary to undertake development projects that engage the displacement of communities, it is indispensable that these projects obtain the legal permission and support of the people who are affected and that in return for giving up their land and homes they receive priority if not exclusive rights to the benefits emanating from these projects. For the proposed work the area of the study is South Bengal which includes one district namely West Burdwan which has the highest concentration of several industries in West Bengal, India. Both descriptive and analytical approach is proposed for the study. As a tool an interview schedule is prepared to collect primary information from the people.

The article examines the effects of influence of demographic policy on the formation and development of human resources in Latvia. The objective of the article aims to determine “weak points” of population system’s policy and develop the conceptual proposals that will resolve existing disputes. The main indicators characterizing a demographic situation in Latvia are analysed. The results of the analysis indicate the existence of deep demographic crisis in Latvia. Without taking effective measures to improve the demographic situation, the population of Latvia will decrease dramatically. In the conclusion, the proposals on the increasing the effectiveness of the system of demographic policy in Latvia were put forward.

Based on a theoretical discussion from global perspective the paper describes present rural land administration and management structure in Bangladesh. Bangladesh is a land scarce country with high density population. As most of the people live in rural areas and depend on agriculture and allied activities, proper rural land management is crucial. The paper presents an overall view of rural land management in Bangladesh and reveals that present land management system is almost obsolete. Land administration system is conventional and characterised by inefficiency and corruption. Some of the major problems facing the country in managing rural land are outdated and inadequate land related policies and land laws, inequality of land ownership and landlessness, and increase conflicts over land. The study also looks at some potential measures taken by government to improve country’s land administration and management system. Finally the paper provides a set of guidelines to deal with present land management challenges.

Preview: Culturology is a relatively new science and discipline, which is known by its name primarily in Eastern Europe (in Western Europe – Cultural studies). The origin of culturology as a science of culture dates back to the middle of the twentieth century. In the Soviet Union, culturology was not declared a bourgeois pseudo-science, but the attitude toward it was wary – because of its inevitable philosophical claims. Therefore, in fact, it was subjected to philosophical emasculation and reduction, which led to its perceptible provincialism, a backwardness that is not easily overcome. It should be noted that Ukrainian culturology could not yet boast of such achievements and such a role in the intellectual life of society as Western cultural studies of the 20th century. However, it existed and had its achievements of both a general theoretical and a practical level. It was uppermost developed by philosophers in the twentieth century. Today, culturology seeks to answer the questions that arise from the obvious crisis of the human world, the loss of meaningful reference points, and the instrumentalization of human development.

Logistics is one of the key sectors of the Polish economy. Its value reflects not only its own capacity, but also the role it plays in ensuring the proper functioning of the entire economy. The article analyzes the evolution of the beneficial owner concept in the context of the implementation of the Action Plan on Base Erosion and Profit Shifting. The main problem is the lack of an officially fixed definition of the term beneficial owner in international legal documents. The lack of unification in the definition of the concept of beneficial ownership, the ongoing discussions on its application, the growth of tax disputes, as well as the incompleteness of the reform in terms of the regulation of the concept in the OECD MC and its Commentary lend urgency and relevance to scientific research of the latter both in domestic and in world science of tax law. Although the terms beneficial owner, beneficial ownership, and so forth in the BEPS Plan may not be used directly, they are nevertheless of great practical value, especially in the light of the implementation of Actions 6 and 15 of the Plan. The article concludes that the concept is potentially compatible with other anti-abuse strategies (the limitation on benefits rule and the principal purpose test, in particular). The main issue that is explored in disputes about the norms of international agreements application is the assessment of the business purpose and proper qualification of the substance of the transactions (deals) made. In general, the beneficial owner concept not only has not lost its role in the fight against treaty shopping, but has taken up an official position among the instruments to combat BEPS.

Opis:
The article investigates the state of bank lending in Ukraine, identifies the source of the severe banking crisis, that broke out in Ukraine in 2014-2015. Additionally, it suggests recommendations for the enhancement of the role of bank lending in the process of expanded incentives for investments in order to facilitate the exit from the economy crisis towards the economic growth. Using the general scientific methods of empirical and theoretical research, the dynamics of bank lending in Ukraine in 2003- 2014 was analysed and the following periods were distinguished: 2003-2007, which is the period of the rise of a strong banking system and the increase of bank lending; 2008-2009, when the crisis and post-crisis recovery processes have been attempted, and 2014-2015, which is the period of an unprecedented crisis and a wave of bank failures. The analysis revealed the following main factors constraining the lending to the economy of Ukraine in today's conditions: a slowdown in the economic growth, increasing economic and political risks of inflation and devaluation expectations, rapid fluctuations of exchange rate, a high cost and the lack of credit because of insufficient domestic resources and the mismatch of terms and conditions of bank loans with the aim to attract resources, a significant credit risk and imperfect methods of management, the lack of clear mechanisms for loan repayment applicable to insolvent borrowers, and inadequate protection of the rights of lenders and borrowers. The article substantiates that the stimulation of the lending process should be based on the following: the improvement of the investment climate in Ukraine, using stricter lending criteria, ensuring effective mechanisms for provisioning for credit risks, and the improvement of measures for the protection of rights of lenders and borrowers. The state should focus on new projects stimulating – international investments by introducing the European standards on domestic enterprises, including joint investment projects in strategic sectors; the promotion of investment projects in support of small and medium enterprises; and intensified efforts to stimulate foreign banks to open credit lines for small and medium-sized businesses to implement energy efficiency projects under the state guarantee.

The article deals with the issues of transformation of ownership of the banking system in Ukraine and Poland. Poland’s experience of successful privatization of the state banks has also been discussed. The place of the state banks preparing for privatization in the banking system of Ukraine has been analysed. By using the method of calculating the concentration of capital by the indicators of the share of the entity in the market (Pj), concentration ratio CRn and the Herfindahl-Hirschman Index (HHI), it has been found that the concentration level of the banking system in Ukraine in recent years is growing. Given the unstable situation, we can assume that the increased concentration within the normal range is a form of consolidation. However, given the current problem of hidden monopolies in Ukraine today, the transformation of ownership in the banking sector needs special attention of banking regulators to assess the possible socio-economic consequences of concentration.

In the archaeological context, substances with a black color have been extensively used in many ancient communities, in the form of items and layers, with the use of biogenic and mineral substances, and requiring a separate methodological approach. Each of them behaves differently in technological and postdepositional processes. The potential degree of the complexity of intentionally applied layers (e.g. paints or cosmetics) and the overlap of secondary substances and crusts, increases difficulties in obtaining unambiguous results and their interpretation. Graphite plays an important role among them. Several areas of the current use of graphite are, or at least could be, commonly shared in the present and in the past, and thus their analysis could be inspiring for archaeology and archaeometry. Graphite fingerprint and potential fingerprints are discussed in terms of their variability. The problem of graphitization as a potential source of misleading interpretation is discussed.

Opis:
The article analyses the main forms of state support for agricultural producers of Ukraine for the period from 1991 to 2017 for the main types of agricultural products. Two areas of support for producers of livestock and crop products are considered: supporting the market price of products and subsidies from the state budget. The main problems of state support for the development of agriculture are highlighted, among which there is an imbalance in the support of commodity producers through direct subsidies and through the support of market prices by indirect regulatory methods. The paper considers the main directions of subsidies to the EU countries and develops proposals to improve the agricultural policy of Ukraine.
Artykuł analizuje główne formy wsparcia państwa dla producentów rolnych Ukrainy w okresie od 1991 do 2017 roku dla głównych rodzajów produktów rolnych. Rozważane są dwa obszary wsparcia dla producentów produktów pochodzenia zwierzęcego i roślinnego: wsparcie cen rynkowych produktów i dotacje z budżetu państwa. Podkreślono główne problemy wsparcia państwa na rzecz rozwoju rolnictwa, w tym brak spójności we wsparciu producentów surowców poprzez dopłaty bezpośrednie i wsparciu cen rynkowych za pomocą pośrednich metod regulacyjnych. Artykuł dotyczy głównych kierunków wsparcia w krajach UE i przedstawia propozycje poprawy polityki rolnej Ukrainy.
