Preview: A recent item from the science news website of Physics Today describes in readily accessible detail the plans to update the International System of Units of measurement (abbreviated “SI”) so as to base those units on what are currently understood to be “universal constants” of nature. This is viewed as a very exciting development in the field of metrology (the study of measurement), as it ends reliance on supposedly “arbitrary” units (such as the official meter rods held in one of several designated repositories) and replaces them with the objectively “universal” and “absolute” physical constants of reality. This discussion paper will be devoted to explaining the preceding scare quotes, as well as a handful of others.

Let G be a group of homeomorphisms of a nondiscrete, locally compact, σ-compact topological space X and suppose that a Haar measure on X exists: a regular Borel measure μ, positive on nonempty open sets, finite on compact sets and invariant under the homeomorphisms from G. Under some mild assumptions on G and X we prove that the measure completion of μ is the unique, up to a constant factor, nonzero, σ-finite, G-invariant measure defined on its domain iff μ is ergodic and the G-orbits of all points of X are uncountable. In particular, this is true if either G is a locally compact, σ-compact topological group acting continuously on X, or the space X is uniform and nonseparable, and G consists of uniformly equicontinuous unimorphisms of X.

The measure of observation depth in multidimensional samples, introduced into statistical practice by Tukey, has become a new tool for data analysis. It is a proposed method for determining multi-dimensional positional statistics, particularly in the analysis of non-typical data with outstanding observations. Applying a rule of depth helps to overcome the difficulties associated with sorting multidimensional observations. The notion of data depth has been intensively developed by many scholars, and, consequently, various criteria of the measurement of observation depth in a multidimensional samples may be found in literature. This paper contains a comparison of selected criteria of the measurement of observation depth in a two-dimensional case.
W artykule dokonano porównania wybranych kryteriów wyznaczania miary zanurzania obserwacji w statystycznej próbie dwuwymiarowej. Wnioski dotyczące porównania tych kryteriów wyciągnięto na podstawie własnych badań empirycznych na próbach dwuwymiarowych.

This scientific article researches the procedure for issuing a European protection order by a Polish court or public prosecutor, resulting in the enforcement of protective, penal, or probation measures by a competent judicial or equivalent authority in a Member State of the European Union. These measures require refraining from staying in certain environments or places and avoiding contact with or proximity to certain people. This article does not cover provisions concerning the execution of such an order by the competent authority of a Member State. The main research objective is to demonstrate the importance of this measure in continuing the protection of the aggrieved in another Member State. The research findings are original and primarily national in scope but also relevant to other countries due to their relation to an EU instrument. This article analyses the essence of the European protection order, its issuance requirements, including the ruling on the aggrieved’s protection measure, necessity of issuing the order, aggrieved’s motion, issuance proceedings, authorised issuing authorities, ruling form, forum for issuance, issuance mode, right to appeal, order transmission, and information obligations. The paper is significant for its in-depth dogmatic analysis and substantial theoretical content and is practical in guiding interpretation of the requirements for the application of this measure and the issuance procedure.

Opis:
The purpose of the study (presented in this article) was to develop a measure of resilience to crisis, one that may be applied to regional data. In principle, such measure can take either positive or negative values. A positive value confirms resilience to crisis, whereas a negative one confirms the absence of resilience (sensitivity/vulnerability). The measure uses growth rates referred to the previous year under the assumption that crisis results in a slowdown in growth, or even in a decline in values of important economic indicators. Growth rates are standardized by dividing values of original change rates by medians specified based on spatio-temporal data modules. Such division results in each characteristic being brought to equal validity. Simultaneously, the original character is maintained and variables are not “flattened” by the outliers. Changing destimulants into stimulants occurs during growth rates calculation. The measure of resilience to crisis is calculated as an arithmetic mean of the values of characteristics brought to comparability. The measure of resilience can be converted into the measure of sensitivity by multiplying it by (-1). The application of the proposed measure to assessing the resilience to crisis in the period 2006-2011 is presented for regions meant as the European Union NUTS2 units. The measure is based on comparable data, which allowed for using only six variables measuring changes in GDP, salaries, investments, household income, employment and unemployment.

Measures of inequality, properly adapted, often tend to be used as a tool to address the issue of disproportionality. The most popular of them, such as the Gini or Atkinson coefficient, or entropy coefficient can, under certain circumstances, act as measures of disproportionality. However, one must specify precisely what is to be measured and interpret the results consistently. In this paper we analyze what confusion or outright errors can be committed when using inequality coefficients. The presented analysis is aimed at the Gini coefficient, however, the problem also applies to the rest of the coefficients.

In this paper we describe a new measure of remoteness between sets described by nominal values. The introduced measures of perturbation of one set by another are considered instead of commonly used distance between two sets. The operations of the set theory are operated and the considered measures describe changes of the perturbed second set by adding the first one or vice versa. The values of the measure of sets’ perturbation are range between 0 and 1, and in general, are not symmetric – it means that the perturbation of one set by another is not the same as the perturbation of the second set by the first one.

This paper extends the notion of fuzzy similarity measure between fuzzy sets. A definite class of fuzzy similarity measures between fuzzy sets is also introduced. Using some theorems and examples, it is shown that the introduced extended similarity measures satisfy many common and desired properties, based on the common axiomatic definitions, introduced for fuzzy similarity measures. Some illustrative and practical examples from the areas of pattern recognition and approximate reasoning systems are provided in order to present the possible applications of the proposed fuzzy similarity measures.

In the following work we have described a process of using radar charts to measure concentration of a distribution. The process utilises the idea of Gini index based on a Lorenz curve as well as a method presented by the authors in [Binderman, Borkowski, Szczesny 2010]. The presented technique can also be used by analysts to create new coefficients of concentration based on measures of similarity and dissimilarity of objects so that from the set of constructed coefficients one that best fulfils the required criteria of sensitivity can be chosen.
