In Poland, both corporate and civil society partners are engaged in many types of dialogue on public issues (public policies of the state). Those types largely correspond to the models of dialogue held in Western Europe. The author puts forward a claim that development of dialogue in Poland is hampered not by structural (legal and organisational) arrangements, but by its low level of advancement, at least in some dimensions. Its intensity is reduced by small amount of expertise circulating within its mechanisms, by imperfect methods of argument presentation, low level of mutual persuasion (confrontation) or limited access of social partners to participation in decision-making in the state (due to statist model of the state functioning). The application of dialogue mechanisms in public policies in Poland remains limited due to numerous barriers stemming from a variety of sources. They result from the way of functioning of some social life structures (statism and clientism) and political life institutions (strong politicisation), as well as from long term cultural factors (lack of the dialogue culture in the past).

The article discusses the importance of evaluation in shaping effective public policies. Its purpose is to answer the question of whether and in what conditions evaluations can be a tool for improving the efficiency of public policies. The article has a theoretical nature and is based on studies of both domestic and foreign literature. The analysis presented in the paper shows that from a theoretical point of view the evaluation (along with its methodology and analytical tools) can be an effective instrument for improving the efficiency of public policies. In practice, however, this efficiency mainly depends on such factors as: the model of governance or the mentality of public administration representatives.

Punktem wyjścia jest przegląd definicji występujących w literaturze oraz wyjaśnienie pewnych niuansów pojęciowych, występujących w języku polskim i angielskim. W ramach publikacji, omówiono najważniejsze elementy mające wpływ na kształt konkretnego programu publicznego oraz przybliżono kolejne etapy cyklu polityki publicznej. Na końcu artykułu zwrócono szczególną uwagę na ostatnią fazę procesu polityki publicznej, którą jest ewaluacja. Opisano jak należy ją rozumieć i jak powinna być prawidłowo wykorzystywana do badania polityk publicznych
This article is an attempt at synthesizing the most important public policy topics. The starting point is a review of the definitions found in the literature and the explanation of some conceptual nuances in both Polish and English languages. The publication presents, the most important elements influencing the shape of a specific public program were discussed and continues to describe the ensuing stages steps of the public policy cycle. The final part centres on the last stage steps of the public policy process, which is evaluation. It describes the way it should be understood and applied for public policy research.

Research objective: The aim of the article is to examine the circumstances of introduction and subsequent functioning of the minority language from the perspective of local authorities. The hypothesis that bilingualism is a part of the creation of a multicultural image of communes, as well as an element of their promotion and strategic development has been verified. The research problem and methods: The main problem of the publication is the non-symbolic daily practice of language policy in 33 communes that introduced an auxiliary minority language. In the research process, the analysis of evoked sources, critical analysis of content posted on the Internet and the case study method were applied. The process of argumentation: The argument consists of four main parts. The first part discusses the symbolic use of the minority language. The second part presents basic information on the Polish context of policy towards minority languages. The third part presents the main assumptions and results of empirical research. The last part of the paper is devoted to theoretical remarks on the limitations of the analysis of public policy in relation to social phenomena heavily loaded with symbolism. Research results: Research shows that non-symbolic language policy practices are rarely used. Local authorities do not promote the possibility of communicating in a minority language and do not use it themselves. Communes that have introduced a minority language as an auxiliary language rarely use bilingualism in the creation of a local brand or as an element of tourism promotion or in the context of cross-border cooperation in the development of business.Conclusions, innovations, and recommendations: Identity-oriented preferences differ from preferences public policy typically deals with because they do not fulfill the instrumental rationality expectation assumed by the public policy analysis.

RESEARCH OBJECTIVE: The purpose of this article is to present the main characteristics of the science public policies in France, Italy and Spain and at the same time the article aims at showing that it is need a strong state coordination over the public R&D stakeholders so to increase efficiency. THE RESEARCH PROBLEM AND METHODS: The presented research problem concerns the effects of the so called multilevel governance on the science public policies in France, Italy and Spain. The methodology applied consists in the analyses of main pieces of legislation of France, Spain and Italy and the observation of the main consequences on the fundamental G.E.R.D. statistics, combined with the analysis of the reference literature. THE PROCESS OF ARGUMENTATION: The argumentative process of this paper is so divided: it is given to every state a section of the paper; The analysis of the countries systems starts with France, being France the country with the strongest state control; then Spain and Italy. RESEARCH RESULTS: Spain presents the most interesting approach to R&D considered the percent of GDP dedicated to R&D and the obtained results; thanks to the important role played by Inter Ministerial Commission on Science and Technology. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: State control over science public policies is still very needed in order to define policies priorities. The form of this control changed in the time but it is still present; even if an initial analysis could produce in the reader the sensation that nowadays the French, Italian and Spanish science public policies are without a relevant state control; under a more prudent analysis, it is perceptible how the central government’s hand is still strong and powerful. Central governments still use their steering power (Imperium); but this power is now put into use in a less coercive way.

RESEARCH OBJECTIVE: The objective of this study was to understand the elderly care policies approved in Brazil and to identify how the epidemiological profile of the population, especially the elderly is included in the curriculum and activities of the various undergraduate programs in the health area of UNESC. THE RESEARCH PROBLEM AND METHODS: The question is whether curricular guidelines and institutions address this need. It is a collective production, with a qualitative approach, based on a documentary analysis of the legislation and policies of the elderly in Brazil. Likewise, the documentary analysis of the Curriculum Guidelines of UNESC undergraduate programs was carried out as well as a survey of image records of activities carried out with seniors to illustrate some projects and actions developed. THE PROCESS OF ARGUMENTATION: The analysis related to the subject described is based, on the one hand, on the study of the literature related to the issues discussed (theoretical aspect of the publication) and, on the other hand, on the results of the analysis of public policies, curricular guidelines, course contents and the relevance of practical actions to the studied subject. RESEARCH RESULTS: The results of the research indicate that in the scope of the University the graduate courses in the health area began to rediscover the professional formation from the principles of SUS and the national and regional epidemiological aspects, including the needs of the elderly, mainly from the approval of the attention to the elderly. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The university has to tease more and more on the subject with its teachers, giving those tools for teaching gerontology and geriatrics and the need for a qualified formation.

In this article, the author analyzes eco-education from a transdisciplinary perspective, as part of the “new education”, referring to its current dimensions, its goals and its utility in shaping the attitudes and behaviors of contemporary humans towards their environment and towards sustainable living. The goals and content of eco-education are dependent on a new philosophy, on a new axiological and ethical orientation that is, opposed to rationalistic philosophy, which guided the age of machinism and industrialization. The new view regarding humans’ (anthroposphere) relations with nature (biosphere and geosphere), is inspired from the fundamental rights of the human being, as part of nature, from universal values which harmonize sociosphere and biosphere, the ecological awareness of contemporary society with regard to the objective laws of nature, biodiversity conservation and environmental protection by juridical laws. These goals are meant for the entire population, especially children and young people, with the aid of schools and other educational factors (church, mass – media, cultural foundations, non-governmental organizations etc.), an ecological awareness, positive feelings and attitudes with respect to the environment, skills, abilities and capacities for efficient action in the sense of protecting nature and conserving ecological circuits. The author lays an emphasis on the idea that ecological education, in all its forms, will not yield the results expected by experts and future generations if it is undertaken randomly, fragmentarily, incoherently – regardless of how diversified and quantitatively extended it might be. As a global issue of today’s society – the efficiency of eco-education is dependent on the philosophy of nature and life, materialized in a global strategy, such as that of durable and knowledge-based development, which will facilitate the harmonization of various public policies launched by contemporary organizations and authorities. Generally speaking, any public policy has an ecological component, and the obtainment of performance in ecological policies necessarily involves an adequate ecological education.

The objective of the paper is to carry out preliminary review of project management approach introduced into the sphere of public management in Poland by the EU programming policy. One of driving forces of this new approach as a result of the EU infl uence was to develop new culture within the Polish public management system. Key element of  the new culture is delegating part of public policies delivery for the NGO sector on project basis. Our review indicates quite complex picture with some key features of particular importance: a) project approach enforced trends for professionalization and growing up of size/budgets of some NGOs through high procedural and fi nancial requirement to be met by NGOs to apply and successfully implement projects; b) however, the same  equirement created a formal institutional wall for smaller organizations; c) it seems that some concerns related to overdependence of NGOs to donors at the expense of bottom-up identifi ed areas of interventions proved to be to overdue. Programmes provides really wide spectrum of “translation” of local needs into EU programmes languages.

The paper aims to provide with a close picture of the SME public policies in one of the most prominent capitalist economies of the world, that of the European Union. In order to do this, a qualitative analysis has been undergone, on the basis of the following indicators: access to financial resources for SMEs, regulatory and legal frameworks for SMEs, and public assistance on information and knowledge about markets. Since there is no prior research on the subject, the implications of this paper have impact on the theory, practice and policy making. The results of the content analysis suggest that there is a contemporary structure to the European SBA, with a focus on a persistent business approach, based on the results of scientific research and market studies involving the problems raised by the now compact European SME industry. In the end, it must be acknowledged that the present research is only preliminary, and to better understand the mechanisms behind the European policy, further studies on the subject are necessary. Nevertheless, the paper has managed to point out that public policy in the SME industry represents one of the most important aspects of the EU-28 new economic direction.

According to the economics of welfare the need (or necessity) for state intervention starts when people experience market failures [Pigou, 1920], the goal and reason for state intervention is usually to develop the welfare of people. Studies of actual state interventions show that not only the market but state interventions can fail as well [Wolf, 1988]. The rehabilitation and revitalization of the unused industrial sites represent new development possibilities and a serious challenge to public policies. The question is how to minimize the cost of industrial changes, when industry has lost its function in some areas and it had a negative effect on people. In my study I will try to show the value of the effect and success of these policies without which economic growth is impossible, and which make brown field investments sustainable. In my opinion rehabilitation requires an interdisciplinary approach and one need to pay special attention to the rule of the local and country governance, and the ways of redistribution and financial support both from the European Union and the national state. For long term sustainability it is essential to avert the environmental damage, but without any government help it will not be successful and sustainable.

During the 2019 campaign to the European Parliament, it was often argued that the situation in which EU institutions can make decisions that de facto legally affect public authorities of a given state in shaping policies on its territory violates this state’s sovereignty. Another argument was that such a situation would seriously limit the possibility of satisfying the needs of citizens of the state in question. The above logic assumes that maintaining the principles of nation state with regard to a state’s political system would guarantee the citizens greater control over public decisions and ensure that their needs are met. This type of argumentation has been present for a long time in the discourse on Poland’s membership in the European Union.The objective of the presented research is to elucidate what exactly it would mean for an average citizen (considering their potential influence on shaping public policies) to introduce a political system based on the so often evoked concept of a nation state in its original, literal sense. To meet the above objective, the text presents the original meaning of the category of a nation state and its constituent parts, followed by an analysis whether and possibly why the understanding of these elements has evolved. Finally, the entire cognitive process leads to a firm conclusion that a return to political relations based on the classical approach to the category of a nation state would lead to contemporarily unacceptable effects on the position of individuals in democratic political systems. This also means that the categories of a nation state and sovereignty can evolve and a discussion on the changing scope of their meaning is fully acceptable.

The article presents the methodology of pragmatic grounded theory as a research strategy for the evaluation of public policies, basing on a reconsideration of the links between the pragmatism of Charles S. Peirce, grounded theory and the methodology of evaluation. The main characteristics of the approach are illustrated with an example of an empirical study of the evaluation of investment subsidies for small and medium enterprises in Poland. We summarise and discuss the usefulness of Pragmatic Grounded Theory for public policy studies and its limitations, as well as the links to other methodological approaches in the social sciences.
Artykuł przedstawia metodologię pragmatycznej teorii ugruntowanej jako użyteczną strategię badawczą dla ewaluacji polityk publicznych. Punktem wyjścia dla analizowanego podejścia jest refleksja nad związkami między pragmatyzmem Charlesa S. Peirce’a, teorią ugruntowaną oraz metodologią ewaluacji. Główne cechy opisywanej strategii badawczej zostały przedstawione z wykorzystaniem przykładów z ewaluacji dotacji inwestycyjnych dla małych i średnich przedsiębiorstw. Opis uwzględnia powiązania tego podejścia z innymi strategiami badawczymi w naukach społecznych. Dyskusja nad użytecznością pragmatycznej teorii ugruntowanej dla analizy polityk publicznych uwzględnia także ograniczenia tej teorii.

RESEARCH OBJECTIVE: options and threats on a local level policy formulation, especially in a phase of its formulation through declared priorities created by stakeholders. THE RESEARCH PROBLEM AND METHODS: unclear relation between stakeholders and their hierarchy in the case, and unknown options how to improve examination process between them; about method, content analysis is used in the defined case (case study). THE PROCESS OF ARGUMENTATION: starts with content analysis of all documents about public transportation in Pilsen, continues with stakeholder relation analysis and summarizing patterns of public policy creation which depict possible problems – options how to solve them followed. RESEARCH RESULTS: there is a mutual harmony of public transport documents in Pilsen, but it depends on one stakeholder without proper rule to make the final decision in policy formulation; research options could be focus on informal practises; there could be problem with a lack of information if the whole policy is depended on one stakeholder (analytically informant), who do not want to participate. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: to combine formal information in examined documents with adding informal perceptions of stakeholders (non-structured interviews are recommended); to distinguish stakeholders with direct decision making power from those, who “only” prepare strategies; to focus on agenda setting of those stakeholders that prepare strategies – they formulate problem, so they create policy informally.
