The local administration represents a complex system possessing
multilevel and multigrade structure, and remaining in a close
relationship with the environment. That is why the systems
analysis is helpful in researches on the local administration.
An organization may perform its tasks if it has access to
sufficient quantity of information and informatics helps in
fulfilling this condition. To this end there were distinguisged
areas of application of informatics. They are: recording of resources,
planning, operational statistics, distribution of personnel
and its mobility, budget of a given administrative province.
Within the framework of particular and very generally defined
areas there may be distinguished recording of resources including
land, fixed assets, and transport means.
While elaborating the concept of introducing informatics into
the local administration main effort should be focussed on two
main problems:
- construction of a provincial information bank being a collection
of data concerning implementation of socio-economio tasks;
- construction of sectional computerized systems encompassing
specific fields of activity of the main administrative office of
a given province.
The provincial information bank should inolude the following
branches: industry, construction, agriculture, investments, domestic
trade, transport, and communal eoonomy.
Since the degree on interest taken in partioular problems
depends on socio-economic structure of a given administrative
province, the examples of further concrete solutions have been
taken by the author from Gdańsk administrative province.
Information for computerized systems is derived from several
data sources, which include: government information systems, information
systems of the executive apparatus of the head of the
administrative province, and sectional systems supplying thę
needs of the head of the administrative province.
An indispensable condition of proper computerization of the
local administration is co-ordination of designing and analytical
work on computerized systems under construction, close co-operation
between tho user and the designer, better satisfaction of
regional needs by government information systems as well as preparation
of the future user to the шоst effective utilization of
data contained in a computerized system.
