Global governance a państwo globalne. Strukturalne efekty braku centralnego sterowania we współczesnym systemie międzynarodowym

MOST SCHOLARS engaged in the debate on the structural effects of global governance tend to treat its basic building blocks, i.e. international institutions, as independent variables, placed in a sort of vacuum. They consider the consequences of this type of structure solely with respect to the ability of institutions to reduce anarchy. This standpoint limits the scope of the argument and prevents one from recognizing equally significant effects of institutions, which stem from their mutual coexistence and interactions with one another and the environment. To break this mind-set I take a different, holistic approach and use the global state as a vantage point to show what negative consequences global governance has for the basic functions of the international system. Their causes are related to the inherent traits of institutions, i.e. spatial and functional constraints and spatial-functional over-lapping
